The two-armed finch can be found at Fishing village lighthouse in Heartopia. However, it only appears after you reach level 3 in Bird Watching Hobby. If you are below this level, the bird will not spawn at all, no matter how long you wait or how many times you revisit the area.
Once you meet the level requirement, the Double-Barred Finch has very flexible spawn conditions. It can appear all day and spawns in sunny, rainy and rainbow weatherso there's no need to wait for specific conditions before heading out.
You'll want to spend some time circling the lighthouse, scanning the nearby railings, rocks, and open terrain. Since the bird easily blends in with its surroundings, it is easy to miss.
