The Cross Guild has developed a reward system that focuses on Marines. They post bounties on high-profile marines, making them a target for criminals and civilians alike. According to Eiichiro Oda, the purpose of the Cross Guild reward system is to cause chaos for the Marines. Marines' lives are at risk, so they must exercise extra caution. The organization has implemented a system that awards rewards based on a Marine's strength, and it's more or less an accurate representation.

  • Admirals: 3 crowns or 3 billion berries

A fleet admiral with the highest reward makes perfect sense. Not only is he the leader of the Marines, but he is arguably the strongest member of the organization. Just below the fleet admiral are the three admirals and are considered the greatest weapon in the marines. Each admiral has mad powers that allow him to defeat the most sinister criminals. Admirals are followed by vice admirals and rear admirals. The other ranks usually don't have any elite fighters, but the Cross Guild takes care of exceptions and allocates rewards accordingly.

Garp and Koby are the exceptions

Monkey D. Garp and Koby have been confirmed as the two exceptions to the Cross Guild ranking system. Garp is a vice admiral, so theoretically his reward should be 500 million berries. However, the Cross Guild is aware of Garp's monstrous power. So they gave him a reward of 3 crowns or 3 billion berries. Garp is a living legend who has fought against the likes of Gol D. Roger, Shiki, Whitebeard, Rocks D. Xebec, etc. He is also the only Marine to ever defeat the Pirate King in combat. Thanks to his involvement in the God Valley incident, Garp became known as the Hero of the Marines, so his high reward is fully justified. One could argue that his reward would be the same as the Admiral's if Garp was younger.

Koby joined the Marines as a timid man unable to stand his ground. However, he grew into an excellent fighter. Koby currently holds the rank of captain. Marines at this rank are normally rewarded with 100 million berries. But the Cross Guild is aware of his achievements and that's why Koby has a reward of 500 million beri.
