For months, One piece the manga focused on the God Valley incident. Oda spent a long time on the flashback, which is understandable since it is one of the most important events in the history of One Piece.

Xebec was killed by Garling
The great pirate was finally dead
-
Garling received all the praise
In Chapter 1166, Davy D. Xebec was alive and breathing, but in no condition to move. It is no exaggeration to say that he could have survived if some members of the Rocks Pirates decided to help him. Unfortunately, most of them were on their way off the island.
As Xebec lay on his back, he thought of Roger and Garp. The legendary pirate wanted the two off the island because he wanted them to live. He was also grateful to them as they risked their lives to stop his rampage. It didn't take long for Garling, Maffey and Sommers to appear in his place. It was Garling who dealt the final blow to Xebec, killing him.

Garp and Sengoku wanted a better future for the Marines
When Garp read the paper, he learned how the whole incident had been faked. He was furious and couldn't believe the world government would stoop so low. Sengoku was in the room with him and he replied that he would simply turn a blind eye to the World Government's decisions. However, he explained that both the Marine Corps and the World Government were massive organizations, which would make it impossible to hold everyone accountable for their actions.

Sengoku's reasoning angered Garp and made him attack him. Sengoku was of the opinion that it was foolish to try to change things when they weren't that far off the mark. Garp understood his reasoning and also revealed that he would stay with the Marines.

Dragon made his decision after the God Valley incident
In the God Valley Incident, fans first saw Dragon in action as a Marine. Before the arc, a lot of theories suggested that he was actually a sea admiral, but that wasn't the case. Garp was an ordinary foot soldier whose job it was to help the sky dragons. However, the dragon's strong morals did not let him stand idly by while the Heavenly Dragons killed innocent people for fun. He even attacked the Sky Dragon and the higher ranking Marine.
In One Piece Chapter 1166, Dragon was in prison talking to Garp. Dragon informed Garp of his decision to leave the Marines. He also told his father that he despised him. Garp showed no emotion and just replied “okay”. He also threw the key to the prison door that Dragon escaped through.

Harald regretted not helping his best friend
In the early part of the flashback, Harald and Xebec were often seen interacting with each other. The two met at Marijoa, where they crossed arms, leading to a massive shockwave that destroyed everything within a few kilometers. Xebec was impressed by Harald's strength and wanted to recruit him. In fact, he tried several times, but Harald stood firm. Unfortunately, their friendship soured over time.

Admirals are strong, but not strong enough to defeat these characters in One Piece.
Harald was also part of One Piece Chapter 1166. When he remembered Xebco's plea, he burst into tears. The pirate asked Harald to lend him help, but he refused, wanting to focus on Elbaf. In the final pages of the chapter, it is quite clear that Harald was no longer his old self and Xebec's death had a huge impact on him.
Imu probably made Harald a slave to the world government
Imu was interested in Elbaf
-
Imu was probably used by Domi Reversi at some point
The last panel of chapter 1166 features Harald and Ima. When Harald arrived in front of Marine HQ, he had only one thing on his mind – to beg the World Government for forgiveness. Harald had already said goodbye to his family in Elbaf, so he was ready to go all out. In fact, he shocked everyone around him by ripping out his horns.
Harald also made it clear that he would do anything to anyone for the sins of the giants, even if it meant becoming a slave. That being said, Ima could be seen in a separate panel, meaning they heard Harald's offer. It has already been established that Imu is interested in Elbaf and how better to rule the nation than making its ruler a slave.
