Unlike most characters in the story, Shanks blossomed at a young age, as evidenced by his ability to use Divine Departure, an attack that combined Advanced Conqueror's and Armament Haki. Despite the loss of his left arm, Shanks' growth did not stagnate. Instead, it continued to grow at an astonishing rate.
In fact, Shanks became the Sea Emperor after losing his arm, which is proof enough that the setback didn't affect his strength. Currently, Shanks is probably the strongest character in One Piece. He has mastered the use of all three types of Haki, and it's safe to say that no other character can handle them with the same level of finesse. Given Shanks' abilities, it's no wonder he was able to stop Loki from going on a rampage. It's also possible that Shanks held back because he didn't want to seriously hurt Loki.

Blackbeard is probably the cruelest pirate in One Piece. He is shrewd and calculating, so he will never take a step that would not benefit him. Monkey D. Garp is one of the few people from Xebc's era still alive. After all, who had the strength to bring down a legendary Marine hero single-handedly? In his prime, Garp was able to compete with the likes of Gol D. Roger, Whitebeard, Shiki and Big Mom. However, none of them could bring him down. Fast forward to the current era and Garp is still undefeated in 1v1, which speaks volumes for his power.
Loki is undoubtedly a powerful fighter, but he would be lucky to survive a battle against Garp. He has mastered all three types of Haki and his physical abilities are on a different level than an ordinary person. By combining the two, Garp remained undefeated for so many years.
