Of the many powers that Oda has displayed, Haki and Devil Fruits stand out the mostand that is because they are the main energy systems of the whole story.
Devil Fruits are famous mystical fruit giving strength which take away the ability to swim, while Haki is a spiritual power that offers a plethora of benefits such as enhanced sensory perception, greater strength, and the ability to overpower. Both Haki and Devil Fruits are incredibly powerful in their own ways, but fans wonder which one really reigns supreme. While some, like Kaido, believe that Haki trumps all, others, like Rocks, believe that Devil Fruits are just as important in bringing down the world itself, and Haki is not enough. This very question was expanded upon by Oda v One piece chapter 1163 and it looks like fans finally have a solid answer.

Most fans assumed that Haki was enough to make one the strongest, but One Piece just proved that not to be the case. actually Imu's powers themselves come from the Devil Fruit and even the strongest of them Haki is not enough to defeat them.
One Piece Chapter 1163 saw six absolute monsters join forces and attack Ima. Rocks, Roger, Whitebeard, Garp, Big Mom and Kaido joined the attack on Ima and much to the surprise of the fans, it didn't even scratch him. Shockingly, they used Majestic Haki, making marines all over God Valley faint. Still, it wasn't enough to defeat Ima, to the surprise of many. In the Egghead arc, Imu suffered injuries from Joy Boy's strongest Haki, but even that wasn't enough to defeat them. The difference in power is very situational
Although it is true that Haki is more important for survival in the New Worldone absolutely needs both to be the strongest. Defeating Ima is impossible without Devil Fruit, and Rocks has already confirmed it. The Rocks wanted two specific Devil Fruits to defeat Ima, and one of them was most likely the one Yami Yami no Miwhich could nullify the devil's powers while the other was Hito Hito no Mi, Model: Nikawhich should act as a direct counter to Imu's power. Without these abilities, it is impossible to defeat Ima. But these powers must also be combined with powerful Haki to rise to the top.
