The Marines are one of the strongest organizations in the One piece. They were created to prevent pirates and other criminals from affecting the lives of people around the world. Being considered to be on the side of justice, the Marines have many recruits.
Despite their insanely high numbers, few marines are able to defeat someone like Luffy, who is a Yonko. Even a veteran like Kizaru couldn't stop Luffy. With that in mind, here are all the marines that are stronger than Luffy.
To make it easier, premium versions of the characters were used.
Monkey D. Garp

Garp is the first name that comes to mind when discussing the strongest marines in history. He joined the Marines decades ago and has since become the organization's most powerful fighter. In his prime, Garp fought against the likes of Roger, Whitebeard, and Shiki, all of whom were elite fighters.
Garp specializes in all types of Haki. He especially excels at using Armament and Conqueror's Haki. By combining the two, Garp is able to create powerful punches that can easily destroy a city. Garp gave the audience a glimpse of his abilities in the Egghead arc when he went to free Koby from the clutches of the Blackbeard Pirates. Garp destroyed much of Hachinos with his attacks. Not even Kuzan could stop his teacher. With all his accomplishments, there's no doubt that Garp in his prime could easily wipe the floor with Luffy.
Sengoku

Sengoku is among the old heads who joined the Marines at the same time as Garp and Tsuru. It didn't take long for the trio to establish themselves and rise up the charts. Sengoku served as an admiral before being promoted to the position of fleet admiral. Once he reached the position, Sengoku remained there until the Paramount War.
Sengoku is an excellent fighter who owns the Hito Hito no Mi, model: Daibutsu. It is a Mythical Zoan-type Devil Fruit that allows him to transform into a giant Golden Buddha, resulting in a drastic increase in his physical abilities. Sengoku's Devil Fruit also allows him to send out shockwaves from his palms. He used this ability when he fought Blackbeard in Marineford and canceled the Gura Gura no Mi drive attack. Sengoku is also proficient in the use of Haki. In fact, he was the first Marine confirmed to have Conqueror's Haki. Unfortunately, Sengoku didn't have the opportunity to use Haki in battle due to his limited screen time. But there's no denying that he would triumph in a fight against Luffy.
Sakazuki

Sakazuki is the current Admiral of the Marines and classified by many as one of the last villains in One Piece. He earned the hate of the fans after killing Portgas D. Ace in Marineford. Subsequently, Sakazuki battled Kuzan at Punk Hazard for the position of fleet admiral. It was a bitter fight, but Sakazuki's magma proved too hot for Kuzan's ice.
Sakazuki ate the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to create magma at will. Thanks to the Devil Fruit's power, he was able to critically injure Whitebeard. He also used it to give Luffy a massive scar on his torso. In addition to Magu Magu no Mi, Sakazuki has also mastered the use of Armament Haki, as evidenced by his display at Marineford. Luffy and Sakazuki will likely cross paths at some point in the future, and the Marine has to win if they both stay at their current levels.
Kuzan

Kuzan is a former naval admiral who left the organization after losing to Sakazuki in Punk Hazard. Kuzan applied to become Admiral of the Fleet, but losing to his fellow Admiral meant that he could not earn the promotion. Kuzan did not want to serve under Sakazuki, so he left the organization and later joined the Blackbeard Pirates.
As a former admiral, Kuzan has great power with which he can destroy most pirates. For starters, Kuzan possesses the Hie Hie no Mi, a Logia-type Devil Fruit that allows him to create and control ice at will. He can use devil fruit to freeze the sea, making it easier to pass. Kuzan's Hie Hie no Mi also allows him to freeze his opponents and create huge ice structures. Kuzan also has access to Haki and can probably use advanced versions of them. So it is not difficult for Kuzan to hurt other Devil Fruit users. Given Kuzan's strength, it wouldn't be an exaggeration to say that he can beat Luffy in a fight. However, the latter will replace him in the future.
Kong

Kong is the Commander-in-Chief of the Marine Corps, which puts him above the Fleet Admiral in terms of authority. He even has jurisdiction over the Shichibukai, Cipher Pols, and Enies Lobby. Given his political authority, it's no wonder he's fiercely loyal to the World Government.
Kong didn't appear much in the story, so it's hard to gauge his power. However, it is worth noting that he served as an admiral and later as a fleet admiral. A weakling would never be able to achieve promotion, so Kong is probably a strong individual.
