Rocks D. Xebec was a captain of Pirates Rocks. He was an ambitious individual who wished to overthrow Imu and become the ruler of the world. Rocks even met Imu, but realized he was stronger than him.

The rocks had access to all three types of Haki and were adept into use. He was also an elite swordsman whose attacks were strong enough to destroy the gates of justice.
