It's hard to hate the fun and bubbly protagonist known as Claire Redfield Resident Evil Universe, though given her line of work it should come as no surprise that there are still a handful of characters who don't like her. While Claire is clearly a kind and caring person at heart, not everyone sees it that way, with some seeing her as little more than an irritating troublemaker, a constant thorn in her side, or simply someone who doesn't deserve the recognition she receives from others.

As the game goes on and Claire begins to uncover the heinous acts that Alfred has committed on Rockfort Island, her presence becomes much more frustrating, especially when she pounces on him disguised as his sister and reveals his biggest secret.
If Claire hadn't caused so much chaos on Rockfort Island, Alfred would have been able to live his ideal life of solitude and obsession with Alexia. When Claire runs across the island, Alfred is forced to act and quickly develops a seething hatred for Redfield, who ruined everything for him.

Ron Davis is a cowardly senator who appears in Resident Evil Degeneration CG movie and who runs into Claire at the very beginning of the story during the zombie attack at the airport. Despite Claire saving Davis's ass on more than a few occasions, his haughty and self-possessed attitude means that he always looks down on Claire and is often seen insulting her, as he also does with Leon later in the film.

In reality, Downing was secretly trying to sell the viruses to the highest bidder on the black market, not caring about any casualties that accrued in the process.
Once Claire cracks his true intentions after getting to know him a little better, she and Leon capture Downing at the end of the film, force him to surrender, and ultimately foil his entire plan. Since Downing would be very close to becoming filthy rich and absurdly powerful, it only makes sense that he would start hating Claire's guts after she pieced together what he was actually up to, but he's definitely good thing she did considering how dangerous this guy is.

Annette Birkin
Annette would temporarily despise Claire for Sherry being the better mother figure
With her husband turning into a terrifying mutant and rampaging through town and her daughter nowhere to be seen, Annette comes across as a rather cold and disillusioned character when she appears in Resident Evil 2. To Claire's campaign, Annette hates the idea of Claire being the mother of Annette's own daughter, Sherry, expressing her outrage on more than a few occasions.

TerraSave, an anti-bioterror organization that Claire later joins Resident Evil 2they have saved thousands of lives through their actions, although not everyone is a big fan of their work, with Antonio Taylor being a prime example. Taylor shows up Resident Evil: Death Island as one of the few survivors still left on Alcatraz, but after learning about Claire and her connection to TerraSave, he immediately accuses her and the group of inciting the attack on Harvardville Airport, seen on Degeneration CG movie.
While Taylor eventually comes to respect Claire a little more when she treats his wounds, he's just one of many people in the Resident Evil universe who harbor hatred towards Claire due to their misinformed views on TerraSave, which have been accused of immorality many times.

Leon and Claire interact with various survivors in Raccoon City in their campaigns Resident Evil 2. For Claire, one of the key people she encounters is Irons, a violent and frankly loathsome RPD Chief Constable who Claire despises because she is willing to go to rescue Sherry from his clutches.
The truth is that Irons wanted Sherry's locket because it contains a sample of the G-Virus, but maybe he also simply wanted to use it as a bargaining chip to guarantee his escape from the city. Irons would show a lot of animosity towards Claire for trying to foil his plans, especially in the remake where it's crystal clear how much he hates her.
