What made Rotoma a legendary Pokemon
Rotom's strange situation has many fans questioning whether it was even meant to be a Legendary Pokemon. There is some evidence for both possibilities. Although a common sight in Paldea these days, Rotom may have been intended as another member of Sinnoh's great legendary pantheon in Generation 4.

IN Pokemon Diamond and Pearl and remakes Pokemon Brilliant Diamond and A shining pearlthe player will need the National Pokedex and must come to the Old Castle at night. If they interact with the TV there, an Electric/Ghost type Pokemon will jump out and a Pokemon battle will begin with the same music as Heatran, Cresselia, and Regigigas. This is the player's only chance to catch Rotom on this set, much like other Legendaries.
The atmosphere really added to the mystery behind Rotom and Pokemon Platinum doubled. The third Sinnoh game gave way to Rotom form changes, which were quite a privilege in the pre-Mega Evolution days. The only other two non-Legendaries at the time to change in form were Castform and Burmy, neither of which received as much love from Game Freak as Rotom. This would make it the weakest legendary or mythic Pokemon at the time. Its appliance is formed in Platinum each had base stat totals of 520, but that only made him stronger than Phione, whose mythic status is sometimes debated due to his lack of combat prowess.
Speaking of Phion, Pokemon breeding has always worked for Roto with Ditto – as has Manaphy. This doesn't necessarily prevent it from being Legendary or Mythic, as Manaphy can also breed with Ditto, but Seafaring Pokemon are an exception to the rule that Legendaries can't lay eggs in manger. Even then, Manaphy can only lay Phione Eggs, while Rotom Eggs will spawn multiple Rotoms, just as most normal Pokemon Eggs spawn multiple species of one parent.
Outside of breeding, Rotom has a higher catch rate than most non-story legends. His catch rate is 45, while for comparison Dialga and Palkia have a catch rate of 30, and the lake trio of Uxie, Azelf, and Mesprit have a catch rate of 3. To be fair, a few Mythicals like Mew and Shaymin also had a catch rate of 45 during distributions where the player could fight them during those limited events, but that was likely to catch the player at a fairer event. Rotom didn't have the “time limit” that Mythicals had.
When Generation 4 ended and Generation 5 began Pokemon black and Whitethe player could still only get one Rotom per game, but this time it was through an in-game exchange for a Ditto instead of a battle where they could grab it. Still a rare Pokemon, but not much rarer than Silph Co. Lapras of Kanto. The final nail in the coffin has arrived Pokemon X and Y in Generation 6, where Rotom became a random encounter at the Lost Hotel. There was no legendary music played and the player could capture as many as they wanted if they had the patience. If Rotom was considered a legendary Pokemon before, that was no longer the case.
Why was Rotom demoted to a joint meeting
There were several reasons for making Roto a more common Pokémon, although the developers never fully explained why. The fact that his stats were so low compared to other Legendaries and his ability to spawn were probably major factors: he wasn't impressive enough in battle before he got his gear, and being more obtainable through eggs meant that he didn't really have the rarity that other Legendaries had. Even after obtaining the best Rotom forms, his stats were not up to the size of a noble title.
There's also the fact that he didn't have the “great lore of origin” that the other Legendaries and Mythicals had. Even Phione had his ties to Manaphy, but all Rotom had was a journal entry Platinum that said it just jumped off the lawnmower one day. It is true that the notebooks found in Rotom's room in Generation 4 and the Sinnoh remake reveal a connection between him and Team Galactic. But compared to Arceus emerging from a primordial chaos egg, or even Heatran's connection to Mount Coronet, his origins are surprisingly mundane.
Rotoma's role in the story of the Pokemon Games
On the other hand, Rotom not being legendary didn't make it completely irrelevant. In fact, becoming a common Pokemon in the universe made it more relevant than ever. Starting with the 7th generation, Rotom-powered technology became part of the main line Pokemon larger world building games. Pokemon's Pokedex in Pokemon Sun, Month, Ultra Sunand Ultra Moon he was possessed by Rotom, who actually had a personality of his own and spoke human language.
Generation 8 extended it in Pokemon Sword and Shield by making Rotom-powered consumer technology an everyday thing. Rotom Becoming Common was the best for it
Players that have been around since the original Diamond and Pearl it can be a little sad to see Rotom denied the legendary treatment over the years. While it wasn't a great Pokemon in its debut, its encounter left an impression and the addition of its device forms made it a fan favorite. But really, it's for the best that Plasma Pokémon didn't end up joining the already crowded Sinnoh Legendary club.
Having the player encounter Rotom in the wild means that the player can play with his forms more by catching more Rotoms, or making him a member of the main story party, as it's not limited to post-game encounters like most Legendary after their debut generation. Rotom is still a rare Pokémon encounter, so it's not like it's going to become common at Zubat level—it's usually a pleasant surprise when you find one in the wild.
In terms of tradition, Rotom is the backbone of so many technologies in the world Pokémon world was a really fun bit of world building. In a world where pets can generate energy without getting hurt, of course society would benefit. It's just another piece of tradition that shows the importance of Pokemon and people helping each other thrive.
