Few villains face multiple versions of the Guardians of the Universe, and even fewer receive significant upgrades in the process. As a computer virus, it is highly intelligent, but has also been shown to be quick to anger. He is actually a modern human who willingly reincarnates and becomes the vessel of an ancient and demonic entity. As Master Org, Dr. Adler, not only is he in command of his vast army of Orgs, but he also has some terrifying powers. He even has a final form that takes on a much more demonic and orgish appearance than his mostly human form.

In his final form, Master Org takes on all the Guardians of the Universe single-handedly with relative ease. This means that the true Org Master is simply a sentient heart. If the Guardians of the Universe manage to destroy the heart before it creates a new body, there is nothing Master Org can do. While destroying his body, especially in his final form, is easier said than done, several teams of Guardians of the Universe could reasonably do so.

Dai Shi chooses a strong martial artist to corrupt and survive

Dai Shi is an ancient and powerful dragon spirit who chose to spend most of the series in Jarrod's body. Jarrod is a skilled fighter, but Dai Shi is understandably stronger in his true form. However, even as Jarrod, Dai Shi has access to his Phantom King form, which defeats the Guardians several times. His main goal throughout the series is to regain his true form, which he achieves during the climax Power Rangers Jungle Fury.
In his true dragon form, Dai Shi becomes a terrifying three-headed beast that nearly ends the Power Rangers' jungle rampage forever. Dai Shi is only defeated because Jarrod breaks free of his influence, causing the monster to weaken internally. If Jarrod had never come to his senses, the Guardians of the Universe would undoubtedly have fallen.

Master Xandred faces some of the most powerful Guardians in the franchise

The Samurai Rangers are far from the most popular of the superhero group, but they are easily among the most powerful. They receive a number of upgrades and alternate forms throughout their series. However, they only seek these abilities in battle with the equally powerful master Xandred. He may not share their myriad of alternate forms, but that's because he simply doesn't need them.
In addition to a powerful Nighlok army, Master Xandred is also a skilled martial artist and warrior. He eventually forms with one of his subordinates to get rid of many of his former weaknesses, but that only makes him a bigger target. If he had never teamed up with Darya, he might never have been defeated. Ultimately, Xandred has the potential to become one of the most powerful villains in the franchise if he can overcome his anger issue.

Ransik is not defeated, he voluntarily surrenders
Power Rangers: The Power of Time
Ransik is one of the last criminals in human history who travels to the year 2000 to take over the world. He is a powerful bully who cares about no one but himself and his daughter. In reality, the Time Guardians never defeated Ransik. The would-be villain comes forward after realizing that he was actually abusing his beloved daughter.
The future villain is easily one of the most formidable foes the Guardians of the Universe have ever faced. He has a clear knowledge of the future, a fierce personality and the power to back it up. Honestly, there's no way the Time Guardians could reasonably defeat Ransik, so it's a good thing he decided to turn himself in. Other iterations of the popular team might be able to pull it off, but not without a lot of trouble.

Emperor Gruumm faces the entire Global Protection Organization
Power Rangers: SPD
Emperor Gruumm is the main antagonist of the SPD Rangers for most of the series. Towards the climax of the series, it is revealed that Gruumm is merely the servant of an even more powerful being. However, Emperor Gruumm makes it through the finals while Omni does not. Even though Gruumm serves someone else, it doesn't make him any less powerful, and the fact that he regularly survives encounters with the SPD Rangers is proof enough.
Gruumm's very first appearance depicts him literally ordering the destruction of the planet. Few Power Rangers villains boast such firepower. Gruumm may have been Omni's second-in-command, but he's one of the most powerful villains in the Guardians of the Universe. Without Anubis Cruger's intervention, the regular B-unit of the Rangers would certainly have lost their lives.

The Void Queen never loses a single fight
Power Rangers: Dino Fury
The Void Queen is one of the few Power Rangers villains who never loses a fight. She is defeated only after she is cleansed of her evil. If she stayed in her Sporix-enhanced form, she could destroy the Dino Fury Guardians once and for all. Even Zayt's wealth of experience was no match for the advanced evil queen.
Santaura isn't the only character to be brought from darkness to light, but she's one of the few that never loses sight of her transition. As a Rafkonian, she has an abundance of genetic abilities that only grow stronger with Sporix's influence. She may never have lost a battle, but that doesn't mean she's faced the most formidable Rangers. All in all, the Void Queen is a powerful villain, but not the most powerful.

Octomus is the equivalent of an Eldritch being

Octomus clearly bridges the gap between nasty villain and total eldritch being. It has several forms, including a terrifying final form straight out of nightmares. After all, this terrifying face is fitting for a supposed underworld leader, but perhaps not for a superhero show aimed at kids.

The Cthulhu-inspired beast's sole purpose is to rid the world of all good magic. He has the ability to steal magic and is only defeated because he absorbs too much of the positive energy of the Power Ranges. If Octomus had been more obsessed with defeating the Guardians than stealing their magic, he would have easily won their dispute.

Lord Zedd is one of the longest running and most consistent villains the Guardians of the Universe have ever faced. He is a constant enemy of Guardians of the Universe everywhere and has faced many of the most powerful Guardians of all time. Very few of these serial villains can claim to have beaten Tommy Oliver and Jason Lee Scott, especially at the same time.

Rita Repulsa is one of the oldest and most prominent villains in the Power Rangers mythos. She is eventually purified into the Mystic Mother, but her energy lives on to form another evil entity. At the end of the day, Rita Repulsa is the only villain to kill a Ranger. Trini Kwan later lost her life trying to save Billy from Robo-Rita.
Many may not consider Rita Repulsa to be the most powerful Power Rangers villain, but no one but Zedd has the same notoriety. He is almost synonymous with the Guardians' mission to fight evil and is a regular recurring villain in the series. Rita eventually becomes a positive force for the Rangers, but her evil energy lives on.
