World Naruto has seen the introduction of quite a few villainous ninjas over the years. In fact, the concept of rogue ninjas can be said to be one of the most exciting aspects of the series, as they make for very exciting villains. When it comes to the strongest of the rogue ninjas, it's no surprise to fans that the vast majority of them come from Konoha.
In fact, Konoha features the strongest shinobi ever since the concept of Shinobi Villages was created. Naturally, they would also have the most powerful missing ninjas, and over the years Kishimoto has illustrated quite a few of them brilliantly.
Mizuki
When it comes to rogue ninjas, Mizuki is definitely the weakest of the Konoha line. Technically, Mizuki is only a non-canon rogue ninja. In the anime, he focuses on quite a bit after the fight he has with Naruto. He eventually turns into a rogue ninja and his life is turned upside down by these events. He's not particularly good at anything, and despite being gifted with external powers, Mizuki ultimately meets a pitiful fate.
Orochimaru
Orochimaru is one of the fiercest rogue ninjas fans have seen Naruto series. At one point he was a loyal Konoha ninja, but his curiosity got the better of him and he ended up performing live experiments on humans.
When Hiruzen failed to pursue him for his actions, he fled the village and became a rogue ninja from there. He plays the role of the primary antagonist for a fairly significant part of the series and was a very important character until the very end.
Kabuto Yakushi
Kabuto Yakushi he was also once a member of Konoha. He was taken into an orphanage in Konoha and then handed over to the ANBU where he completed several missions for the village. He eventually bonded with Orochimaru, who also manipulated him in a way.
He then became a loyal follower of Orochimaru and followed him to the village of Hidden Sound. After Orochimaru's death, he became one of the main antagonists series, he absorbed almost every power he could find. It took two powerful Uchiha in Itachi and Sasuke to match him.
Itachi Uchiha
Itachi Uchiha is one of Konoha's most powerful ninjas. He was the prodigy of the Uchiha clan. However, he was forced to live his life in exile after the Uchiha massacre. Of course it was on Danzo's orders. However, Itachi also had to pay for what he did. He infiltrated the Akatsuki for Konoha and prevented them from attacking the Hidden Leaf Village as well.
Technically, Itachi was still a good guy, but he had to put on a facade, all for his village, and more importantly, his brother.
Obito Uchiha
Obito Uchiha was a brilliant shinobi and definitely a force to be reckoned with in the Naruto series. Although Obito once wanted to become Hokage, a cruel twist of fate befell him in the Third Great Ninja War, forcing him to follow in Madara's footsteps. He was manipulated into deciding that the way forward was to accept the Eye of the Moon's plan, and that's exactly what he did.
Obito became the missing nin and led the Akatsuki from the shadows. He was primarily responsible for the Fourth Great Ninja War and countless people died because of him.
Madara Uchiha
When it comes to power, Madara Uchiha is certainly one of the strongest ninjas. Technically, Madara was responsible for the creation of Konoha along with Hashirama.
However, when he realized that Tobirama's influence would be a problem for him, Madara's faith in Hashirama wavered and he decided to leave the village for good. Madara became the missing ninja and even attacked Konoha in an attempt to destroy it. This led to a battle between Hashirama and Madara in the Valley of the End, which the former eventually won. However, Madara's plans did not end there and he showed fans why he was the biggest villain of the entire series.
Sasuke Uchiha
When it comes to the strongest of the rogue ninjas, Sasuke is definitely at the top of the list. Sasuke is one of the strongest characters that lived in the world of Naruto. He left Konoha after his encounter with Itachi in an attempt to gain more power. He then continued training with Orochimaru. He has not committed any crime at this time.
However, the more Sasuke gained strength, the more he descended into darkness. Eventually, after the events of the Kage Summit, he was branded a criminal and villainous ninja. Sasuke helped defeat the Akatsuki in the ninja war and was pardoned for what he did to save the world.
