Devil Fruits are a primary energy system One piece world, but certainly not the only one. In the world One piecefighters can excel even without using Devil Fruit abilities, and this was shown even more in the final saga of the story, especially in Elbaf.
In the Land of the Giants, where Imu entered and Loki's Devil Fruit was finally revealed, the Devil Fruit may seem like the greatest source of power. However, there are still many non-devil fruit power users that stand out. These characters often use powerful Haki, and some others rely on powerful weapons to keep up.
Franks
Franks he's the shipwright of the Straw Hat Pirates, and even though he's not a Monster Trio and can't use Haki yet, that certainly doesn't mean he can't hold his own in battle. Franky has shown himself to be an important fighting force for the Straw Hat Pirates on numerous occasions. In Wano, Franky was able to take down one of the Tobiroppos, Sasaki, quite easily. Now in Elbaf he could once again show his strength. In Egghead, Oda already hinted that Franky unlocks Armament Haki. That could definitely come to play in the Elbaf Arc, where it fully awakens.
Jarul
Jarul he was one of the co-captains of the Giant Pirates in the past along with his former friend Jorule. However, Jorul died decades ago after being fatally struck by Linlin. With that, many would assume that Jarul himself has also weakened quite a bit, being over 400 years old and thus far from his prime.
Despite all that, however, Jarul is still a force to be reckoned with. At one point in his pirate career, he was even recognized as the strongest man in the world. Jarul probably won't play a major combat role in the Elbaf arc, but Oda will definitely give him one last peak.
Jinbe
Outside of the Monster Trio, Jinbe is the strongest straw pirate around. Jinbe, known as the Knight of the Sea, is a powerful Fishman fighter and one of the strongest of all time. As a Fishman, Jinbe relies on his Fishman Karate as well as his Haki. In Elbaf, Jinbe was overwhelming, he was easily defeated by Saint Knight Gunk, but that was to be expected.
Jinbe is still a powerful fighter and one of the best non-devil fruit users. He's unlikely to get any great highlights in this arc, but he could still play an important role in the battle against Imu's Demon Army.
Sanji
Except Zoro, Sanji is another powerful advantage for straw pirates who don't rely on the Devil Fruit ability. Sanji does not use any weapons; instead, he is a skilled anti-kick fighter. Since Wan, his body is much stronger due to his awakening of the Lineage Factor.
Sanji's body is as hard as steel and has the highest durability in the Straw Hat crew. In Elbaf, Sanji has yet to make a big move, but fans know he's going to be the pinnacle against Imu's army. Sanji, like Zoro, excels in Haki and specializes in Observation Haki. Elbaf could be where Sanji finally unlocks his Conqueror's Haki, as Oda has hinted at several times.
Roronoa Zoro

The Elbaf arc of One Piece features many overpowered Devil Fruit users. But, like Roronoa Zoro they are still some of the strongest around and they manage without relying on any devil fruit ability. Zoro, a swordsman of the Straw Hat Pirates, is extremely skilled with his blades and since receiving Enma, his overall strength is on a whole new level. In addition, Zoro is also a talented Haki user. He is particularly proficient in Armament Haki, but also has access to Observation and Conqueror's Haki.

Dory
Dory is one of the two co-captains of the Giant Pirates. He was first introduced all the way back in Little Garden and was pretty impressive even then. What people previously believed to be a 100 million berry reward turns out to actually be a 1.8 billion reward when adjusted for inflation. This gives Dorry one of the highest bounties in the entire series, and combined with Brogy's bounties, the two could be considered a Yonko-level threat.
Sadly, Dorry will be on the enemy side in this arc after being affected by Imu's Domi Reversi. Domi Reversi'd Dorry is one of the strongest characters, especially now that he is equipped with immortality on top of his already monstrous strength.
Brogues
When talking about Dorry's strength, one cannot ignore his longtime partner, Brogues. Brogy and Dorry are equals in every sense of the word, and Oda has demonstrated this several times. Both have the same reward of 1.8 billion berries and both lead the Giant Pirates as comrades, just like Jarul and Jorul before them. Brogy, like Dorry, was Reversi'd by Imu Domi and now poses a major threat to Elbaf.
Amped up Brogy is even stronger and can't even get hurt without connecting to advanced Conqueror's Haki. Brogy and Dorry are definitely some of the strongest non-Devil Fruit users on Elbaf. Removing them, especially when they are reinforced, will not be an easy task.
Scopper Gaban
Of all the non-devil fruit users in the Elbaf arc of One Piece, he is undoubtedly the strongest. Scopper Gabanformer left hand man of Gol D. Roger. Scopper Gaban took Elbaf as his main home after marrying Ripley and fathering Colon. Gaban was unstoppable in his prime, famous as the Mountain Eater, but now he's aged quite a bit.
Despite this, Gaban is still quite a powerful ally that the Straw Hats have. As a former member of the Pirate King's group, Gaban did not disappoint when he showed off his power. Gaban was able to handle both Luffy and Zoro at the same time and it's clear that he has better Haki as well. He was the first character in One Piece to demonstrate the ability to bypass immortality, knocking out Sommers in one hit. Gaban would have easily handled all the holy knights on Elbaf if his son had not been used as a hostage against him.
