In the beginning Dragon Ball ZIt was revealed that only four Saiyans survived the destruction of Planet Vegeta in the series' storyline, a number that was increased by the non-canon films. Dragon Ball Super series. Including unnamed characters who only appear in the background, it's fair to say that more than a dozen Saiyans were off-world when Frieza blew up Planet Vegeta—and that's just the Saiyans we know about.
Dragon Ball: The dominant personality of every Canon Fusion
Each fusion in Dragon Ball has a dominant personality that determines how they behave in battle.
The Saiyans who survived Planet Vegeta range wildly in Power Level, including some true weaklings and the strongest fighters in all Dragon Ball. With one notable exception, every Saiyan who survived the end of Planet Vegeta did so only through luck or good timing. Frieza's plan was to wipe out all existing Saiyans and let the survivors live only to continue the narrative that Vegeta was destroyed by a meteor and not by his own hand.

Tarble was exiled years before Planet Vegeta was destroyed
Originally introduced in Dragon Ball: Yeah! Son Goku and his friends are back!!Tarble is Vegeta's younger brother. King Vegeta was so ashamed of Tarble's low Power Level and peaceful personality that he decided to banish Tarble from the planet rather than allow him to bring shame to the royal family.
Being banished was the best thing that could have happened to Tarble, as he not only survives the destruction of Planet Vegeta by being off-world, but also meets his wife, Gure. Pursued decades later by the remnants of the Frieza Force, Tarble goes to Earth to ask for Vegeta's help in defeating Abo and Kad himself.

Raditz was conveniently off-world
Like every member of his family, Raditz is a low class Saiyan and one of the weakest Saiyans in the series. This means he has a significantly higher Power Level than Goku to begin with Dragon Ball Z meaning he could become a true power fighter if he lived long enough to start training.
As seen in Dragon Ball Super: BrolyRaditz is off-world on a mission with Vegeta and Nappa during the destruction of Planet Vegeta. The trio is summoned back to the planet, but ultimately refuses to obey their orders and ends up surviving Vegeta's destruction by sheer chance. Raditz knew that Goku was sent to Earth before the end of Planet Vegeta, information he uses to track down his brother in the beginning Dragon Ball Z.

Nappa was already Vegeta's right-hand man when Frieza destroyed Planet Vegeta
Like Raditz, Nappa was offworld with Vegeta, so he was nowhere near the Supernova that would have killed virtually every Saiyan in Universe 7. Nappa is Vegeta's right-hand man during the events Dragon Ball Zsomething Dragon Ball Z: Bardock – Father of Goku doubles down by showing Nappa alongside Kid Vegeta throughout the film.
While Vegeta was already stronger than Nappa as a child, Nappa was one of the most powerful Saiyans in existence. Sporting a power level of 4,000, Nappa was considered an elite class Saiyan Dragon Ball Z and is on par with King Vegeta's personal colonels in power.

Paragus Stuck On Vamp With No Way Back
Paragus was not very impressive Dragon Ball Z: Broly – Legendary Super Saiyan when he originally debuted, but his canonization incl Dragon Ball Super: Broly revealed that Paragus actually has a Power Level of 4,200. Although this is nothing compared to the current Z-Fighters in Dragon Ball Superit means that Paragus was stronger than Nappa and one of the strongest characters in King Vegeta's court.
Unlucky enough to have a son stronger than Prince Vegeta, Paragus has no choice but to flee to Vampa to save his child from living alone in a harsh environment. Unfortunately, Paragus' ship malfunctions once it crash lands on Planet Vampa, leaving him with no means of returning to Planet Vegeta. It wasn't until decades later that the Frieza Force found him and recruited him back into Frieza's army.

Non-Canon: Bardock was sent back in time
In the main one Dragon Ball canon, Bardock dies rebelling against Frieza and attacking his supernova. Dragon Ball Z and Dragon Ball Super: Broly both confirm that this was Bardock's ultimate fate. Not canon Dragon Ball: Episode of Bardock however, the short changes things in a What If scenario where Bardock actually survives Frieza's destruction of Planet Vegeta. It's not clear how, but Frieza's supernova actually sends Bardock back in time instead of killing him.
Bardock wakes up on Planet Plant (the planet that eventually becomes Planet Vegeta) and ends up feuding with Chilled, Frieza's ancestor. Paradoxically, Bardock ends up becoming the original legendary Super Saiyan and defeats Chilldo, creating a stable time loop where the legend of the Super Saiyan is transferred to Frieza, who is so afraid of it that he destroys Planet Vegeta.

Non-Canon : Turles presumably recruited the Crusher Corps in space
Turles is a completely non-canon Saiyan who serves as the game's main villain Dragon Ball Z: The Tree of Mightthe third feature film of the series. Another lower class Saiyan, Turles looks exactly like Goku, but is actually stunning and more powerful than Vegeta at the end of the Saiyan saga.
It was never explicitly revealed how Turles survived the destruction of Planet Vegeta, but logic would dictate that he must have been off-world. Turles motivation is to use the Fruit of the Tree of Might to get stronger enough to kill Frieza. Turles also has his own personal army, the Crusher Corps, which he would realistically recruit around the end of Planet Vegeta.

Goku was sent to Earth by his parents
Goku was born as a bland lower class Saiyan, but has since become one of the most powerful characters in the entire multiverse. Goku has seemingly limitless potential and owes most of it to his love of training and perfecting himself over any biological advantage like Vegeta and Broly.
After Bardock learns that Frieza plans to destroy Planet Vegeta, he and Gine send Goku in a space pod to planet Earth where he can live a life among humans who will not harm him. Granolah the Survivor Saga reveals that Bardock made a wish on the Dragon Balls to help his sons prosper, so it's likely that this wish kept Goku safe on his way to Earth as well.

Vegeta was in the field and luckily survived
Even as a child, Vegeta was considered the strongest Saiyan on Planet Vegeta. The Dragon Ball the manga reveals that even as a boy, Vegeta surpassed King Vegeta's power level and became one of the most powerful soldiers of the Frieza Force, second only to Frieza's personal assistants and the Ginyu Force. Like Raditz and Nappa, Vegeta was off-world when Planet Vegeta was destroyed and ignored orders to return to the planet.
This act of defiance ended up saving Vegeta's life, but resulted in him being Frieza's slave for years. However, Frieza seemed to like Vegeta and is disappointed when Vegeta betrays him during the Námek saga. Vegeta has since become one of the most powerful men in the multiverse, most recently defeating his rival Goku in a one-on-one fight.

Broly was in exile on the planet Vampa
No Saiyan has more natural potential and strength than Broly. Born with a power level of 10,000, King Vegeta exiled Broly to the planet Vampa, fearing that he would one day rise up and usurp him and his son Prince Vegeta. Saiyans follow the strong and no one was stronger than Broly. Thanks to Broly being on Vampa, he was nowhere near being destroyed by Planet Vegeta.
Decades later, Frieza attempts to recruit Broly into the Frieza Force to defeat Goku & Vegeta and steal Earth's Dragon Balls. However, this backfires in a big way as Goku forms a real bond with Broly. Broly is now training with Goku and Vegeta on Beerus' Planet to master his legendary Super Saiyan transformation. Once he does that, no one will be strong enough to defeat Broly.
