Remarkably, Rakan almost killed Thomas Andre and was saved only by the timely intervention of Lennart Niermann.
It's not even clear if Niermann and Andre could defeat Rakan together, so Il-Hwan's valiant fight against the combined forces of the two monarchs only shows his superior strength. So even though he is not officially considered a national level hunter, Sung Il-Hwan is probably stronger than the five hunters who defeated Kamish.
