Sutch was supposed to be the eighth city in Cyrodiil, but eventually was interrupted before the original opening of Oblivion. In its place is now a destroyed fortress, like those you sometimes encounter in the game. When SkyBlivion tries to expand the ideas of the original, Sutch re -introduces, as he was originally intended, even if it would still be in a destroyed state.
In his latest daily developers, it was revealed that the destroyed fortress in Sutch would be extended to make the whole destroyed city instead of a fortress. It will still be filled with bandits and other NPCs and even presents his own patron of the divine thanks to the abandoned chapel, which was built in honor of Kynareth.
