MegaMan.EXE
HACK THE PLANET!
MegaMan.EXE is the version of Mega Man present in the Mega Man Battle Network. With such a giant franchise, it can be hard to determine which character within Mega man series is the strongest, but there is a reasonable case for MegaMan.EXE.
He exists as a digital sprite that allows him to connect to cyberspace and connect to virtually any computer network in the world. If Lan, his human ally, wanted MegaMan.EXE to take over the world, all he would have to do is hack machines, possibly even human cyborgs, to get the job done, so this hero definitely has terrifying potential.

Ryu
Pull the D-cable
Ryu is the name for every blue-haired hero Breath of fire game, who all have one thing in common: the ability to turn into dragons. Among every Ryu out there, the one from Breath of Fire: Dragon Quarter is the strongest as his transformations can make easy work of even the toughest bosses in the game.
There's a catch because when players use this transformation in-game, the meter, the D-Counter, increases significantly, and when it reaches 100%, it's game over. In the game, Ryu is so strong that his transformation actually hurts him, in other words, but even with this disadvantage, Ryu is still worthy of this list.

Harman Smith

Harman Smith is an old man in a wheelchair and technically a star Killer 7. When he was younger, he managed to kill seven assassins and Harmon was able to absorb their souls with his gift. In the game, players can switch between these seven personalities, each with a unique weapon and special power.
For example, Con Smith can wield two pistols, while MASK de Smith has two grenade launchers. If left unchecked, maybe Harmon could even absorb more souls, but as it stands in the game, he's pretty powerful with his seven killer transformations.

Albert Wesker

Albert Wesker first appeared in Resident Evil as one of the STARS members who was imprisoned in the Spencer Mansion, but was later revealed to be working with Umbrella all along. Not only that, Wesker transforms his body into a monster, but unlike every other antagonist in the series, Wesker gains superhuman strength, regenerative abilities, and super speed without actually transforming.
That is, until his finale Resident Evil 5when he goes too far to become an ultimate being and is only defeated by being thrown into a volcano. Other than that, Wesker is a near-perfect being who has survived several run-ins with the heroes.

Joe
Spiritual Guardian of Power
Joe is the titular hero Careful Joewho gains transformative power after his favorite movies come to life. Basically, he has a transformation similar to a Space Ranger that gives him a slick red jumpsuit and the power over time. Not only can Joe punch and kick harder than ever before, but he can also speed up or slow down time.
A slow punch or speed kick can have different effects against an enemy, but out of play, anyone with timed abilities, however limited, will make any contender within the strongest character collapse.

Dante

Dante is the main character of Devil May Cry series who is half human and half demon. This combination gives him super speed, strength, and regenerative abilities, along with the ability to wield weapons that no other human can wield in order to destroy demons.
Dante also gains the ability to temporarily transform into a demon for superpower battles. Despite his silly puns and crude humor, this demon hunter is not to be trifled with, even indoors Devil May Cry 5where he starts at age.

Fortinbras
Demon Lord
Fortinbras is the final boss Onimusha: Warlordsfirst game in Onimusha series. He is the god of all the demons in his realm and the one who made a deal with humans to give them rule over Earth.
Although he dies, Fortinbras lives on through Lord Nobunaga in the second and third games, but after Lord Nobunaga is defeated, Fortinbras is resurrected in the fourth game, Onimusha: Dawn of Dreams. He has control over demons, incredible strength, enormous size, and the power to be resurrected seemingly endlessly. All these qualities would make anyone powerful.

Ingrid
A warrior of unknown origin
Ingrid first appeared in Capcom Fighting Evolutionbut overall it is a part Street Fighter franchise. Not much is actually known about its origins. She can look like a young girl, but that's because she can manipulate her genes, making her look like a young girl who can be centuries old.
In addition to genetic manipulation, Ingrid can also use psychic powers to conjure energy and can travel through time. It will be added to Street Fighter 6 list soon, so maybe Capcom will solidify more of her story, but it's already clear that Ingrid is someone with a divine presence.

Amaterasu is the sun goddess in Eyesbut when the game begins, her powers are sealed in her wolf body. The more Sky Gods players save, the stronger her powers will be. Amaterasu can seemingly pause time itself to summon an ethereal brush to attack enemies or create objects such as bombs.
This can be used in combat or puzzle situations, for example when players need to rebuild a bridge they can draw it. Divine power, time manipulation and creative powers: these are clear signs of a powerful entity.

Chakravartin
God of Gods
Chakravartin is the god of creation Asura's Wrath and the final boss. Almost every god in this game could easily fill this list as their powers are cosmic, giving them immense power and the ability to manipulate their size to the point where they can even tower over the Earth. The game is basically a series of boss battles so epic and over the top that Dragon Ball fans would cry.
Asura's titular battle with Chakravartin is beyond epic as Chakravartin throws almost everything they have at Asura to win in the multi-part finale, from growing in size to energy powers to creating the perfect form to fight. Even if Chakravartin is defeated, which should make Asura the strongest, Chakravartin overall is just literally THE god in this universe, and that's a pretty fair title.
