Set after the Tournament of Power, the Galactic Patrol Prisoner Saga will give us a look at Goku and the gang's exploits after their miraculous victory against some of the multiverse's strongest fighters. With that in mind, here's a look at the strongest characters involved in the saga, excluding the usual OP suspects like Beerus and Whis.

Dragon Ball Super: The Galactic Patrol Arc Release Date – Everything You Need To Know

Dragon Ball Super: The Galactic Patrol Arc will continue the story and fans are excited.

Seven-three

Seven-three

The seven-three can be a very versatile fighter, but it's not necessarily the most powerful. Instead, much of what makes Seven-Three a difficult opponent stems from his copy ability, which, as it sounds, allows him to copy the abilities of another fighter.

There are some limitations that make this less intimidating than it first sounds. To begin with, Seven-Three can only use abilities for half an hour. He can only copy someone's abilities by touching the back of his neck, and he can only copy the abilities of three people at once. He is a tough opponent and we will see how unique a fighter he is in the anime.

Gohan

Masenko_Beam_Cannon

Because it takes place earlier Super hero Gohan won't be as strong as he is currently. Fans happy to see Gohan revived will have to put up with a version of the character that isn't as powerful as we know he can be.

Just because Gohan isn't at his best doesn't mean he's a pushover. We see some characters overpower him, but he does enough to show fans why he has so much potential and how strong he would be with the right approach to training.

Saganbo

Saganbo

Mostly, someone like Saganbo wouldn't even be worth mentioning. The leader of the galactic bandit brigade is not much of a threat to Earth's defenders, but he gains immense power thanks to the Plague. While not really earned, it makes Saganbo an incredibly powerful opponent for the time being.

We see that he can hold his own against Gohan, Piccolo, and Androids 17 and 18. It's no mean feat against them either. This just goes to show how incredibly efficient Mora's energy transfer is. Although he is a fairly durable fighter considering his low power level, Saganbo is unable to keep up with his massive power increase and disappoints.

A weed

vegeta-moro

At this point in the story, Vegeta is still a bit behind Goku, but he manages to close the gap more and more. While he may not be as strong as Moro, we see Vegeta being effective and contributing in a meaningful way throughout the arc, showing a lot of growth after Top.

Vegeta travels to Yardrat and learns Spirit Control, much like Goku did after his victory over Frieza on Namek. Vegeta learns a technique useful in fighting Moro; Forced Ghost Splitting. This allows the user to manipulate energy, which serves as a great way to counter Mor's ability to absorb people's life force. He may still play a supporting role alongside Goku, but Vegeta shows how versatile and adaptable he is as a fighter in this saga.

Moro

Moro-Goku

The main villain of the saga, Moro, will be the most interesting and unique villain to appear in it Cool until the anime reaches the Granolah the Survivor saga. Known as Planet-Eater Moro, you'll quickly learn that Moro has earned a terrifying moniker. Unlike most of the main villains, Moro is not a pure fighter, but a gifted sorcerer who uses magic to gain the upper hand in battle.

Plague's magic makes him an unconventional threat that requires more than the usual techniques to defeat. His ability to absorb life force makes him nearly impossible to defeat, and once absorbed, he gains the ability to copy the Seven-Three, giving him a whole new arsenal of attacks, including Ultra Instinct. Luckily, Goku and Vegeta each manage to play their part and take him down, but it turns out to be one of, if not their, hardest fight.

Goku

Giant Goku

You just know Goku is going to be one of the best characters in every arc. Goku's years of training and insane ability to adapt and overcome any obstacle thrown his way in battle make him one of the strongest characters in any saga.

Thanks to his training with Merus, Goku has a much better feel for Ultra Instinct throughout the saga, but even that alone wasn't enough to stop Mora. By the time Moro uses his powers to fuse with Earth, Goku manages to overpower him with his Perfected Ultra Instinct Giant Form, easily bridging the gap between the two and destroying his head crystal, ending his.

Merus

goku-merus

Merus may not look like much at first glance, but he is an incredibly powerful helper in the fight against Plague. As the top dog of the Galactic Patrol, Merus can hold his own just fine, and while you might expect him to be easily outclassed by the likes of Goku and Vegeta, he's actually the stronger of the bunch.

Merus is revealed to be an angel in training, making him stronger than most mortals and just below full-fledged, experienced angels. As an angel, he cannot directly intervene in mortal matters, which significantly hinders him. He has mastered Ultra Instinct and serves as a great resource for Goku on his own journey to mastering the technique. Unfortunately, Merus interferes too much with the mortal world during the saga and is wiped out, but not before ridding himself of Moro's power-stealing abilities and helping to tip the odds in Goku's favor. Fortunately, Merus is brought back by the Grand Minister, but this time as a mortal. So while he's currently nowhere near as strong as he once was, Merus was the real MVP of the Galactic Patrol Prisoner Saga.
