In the anime, Goku unlocks the UI in a life-or-death incident after his Spirit Bomb against Jiren goes wrong. After Master Roshi notices that Goku is focusing mostly on raw power and trying to defeat Jiren, he chastises his former student and reminds him of everything his former masters taught him: clear your mind, react instinctively, control your Ki, and keep your heart calm. Honorable Mention: Bardock unlocks a similar form to Ultra Instinct Fighting Gas in Dragon Ball Super Manga
Whether Bardock turned on Ultra Instinct or not Dragon Ball Super the manga is a controversial point of discussion within the fandom. Logic would dictate that no, Bardock did not use Ultra Instinct. He has no formal training, no access to God Ki, and has not been in a calm state of gas combat. That said, there's a strange amount of compelling evidence in the manga that suggests Bardock actually used a Roshi-like pseudo-Ultra Instinct state in the Tournament of Power.

Artistic, Dragon Ball Super the manga draws Bardock's power-up very similarly to Ultra Instinct -Sign- Goku, complete with the same hair shading. The gas even reverts back to Bardock when fighting Ultra Instinct Goku later in the arc. Bardock's massive increase in strength also suggests that he is using a new transformation and wasn't just benefiting from a typical Zenkai boost. Whatever Bardock did, it left enough of an impression that Gas instantly recognized Bardock in Ultra Instinct Goku.
Merus completes Goku's Ultra Instinct Training before his final battle with Moro
Introduced as a suspiciously fast and strong member of the Galactic Patrol in Dragon Ball SuperMoro Saga, the manga further reveals that Merus is actually a training angel who descended to the mortal realm to gain life experience. Merus is not allowed to use his angelic powers at the risk of being erased, but he does his best to train Goku in Ultra Instinct when he realizes that Moro is becoming too powerful for the mortals in Universe 7 to stop on their own.
Merus takes Goku to the forgotten Hyperbolic Time Chamber at the edge of space, where he teaches Goku the basics again and helps him develop the physical and mental acumen to trigger Ultra Instinct whenever he wants, not just when his mind and heart are at rest. Later, Merus begins to use his full power and Ultra Instinct against Moro to give Goku the boost he needs to defeat the ancient wizard himself. This act of self-sacrifice costs Merus his life, but in a rare act of kindness, Minister Grind revives Merus as a mortal.
Moro unlocks Ultra Instinct after absorbing Merus' powers
Moro is one of the Dragon Ball Superabsolutely the best villains and will be a treat to see in action if it's 2026 Dragon Ball Super the anime remake is finally becoming a reality. Part of what makes Mora so dangerous and compelling is how much more powerful he becomes over the course of his own saga. At the beginning of the arc, Moro is weak enough for Goku and Vegeta to potentially defeat him, but Moro's cunning allows him to secretly drain the Saiyans of their Ki and absorb all of Namek's life energy.
It's time to finally welcome the new Dragon Ball Z replacement
Dragon Ball Z is a fan favorite anime. This new anime could be a great replacement for him.
At the end of the saga, Moro absorbs one of his most powerful lieutenants – Seven-Three – giving him the ability to steal his opponent's powers. Towards the end of his fight with Goku, Moro absorbs Merus' powers, turning him into a pseudo-angel and giving him access to Ultra Instinct. The final battle of UI Moro and UI Goku is one of the best fights Dragon Ball history, with Goku barely winning thanks to everyone's help.
Goku finally mastered Ultra Instinct at the end of Dragon Ball Super: Super Hero
While Goku first unleashed Ultra Instinct fighting Jiren in the Tournament of Power, the form doesn't really show until after Dragon Ball Super manga-exclusive arcs, Moro Saga and Granolah Saga. Ever since he first used the form, Goku devoted almost all of his time to developing Ultra Instinct to perfection. From Dragon Ball Super: Super HeroIn the epilogue of the manga, Goku can astral project his Ki while using Ultra Instinct and combine his various Super Saiyan forms with the UI.
Most importantly, Goku no longer needs to be in a completely calm state to trigger Ultra Instinct. During the battle with Gaso at the end of the Granolah Saga, Goku uses Ultra Instinct while enraged, similar to his Super Saiyan transformation. Goku's mastery of Ultra Instinct only improves with each arc. As it stands now, True Ultra Instinct Goku is far more advanced than Beerus' UI, and taking Ultra Instinct even further may be Goku's only shot at defeating Black Frieza one day. Beerus is the only god of destruction who can use ultra instinct
Beerus is Dragon Ball Superthe eternal benchmark. Whenever Goku and Vegeta make substantial progress and get stronger, the series tries to make sure the audience understands that Beerus is still top dog. If Beerus is ever defeated, it will have to be at the very end of the series, once Goku & Vegeta reach the peak of their power and defeat Black Frieza. This means that Goku has already surpassed Beerus when it comes to mastering Ultra Instinct.
But not to discredit Beerus. Beerus has the notable distinction of being the only God of Destruction capable of using Ultra Instinct at all. IN Dragon Ball Super manga, Beerus uses the UI to avoid being hit by multiple Gods of Destruction at once and ends up as one of the last gods standing at the end of their battle royale. Considering how Dragon Ball Super he loves making Beerus stronger off screen, there's even a chance he perfected his Ultra Instinct after seeing Mastered Ultra Instinct Goku get even stronger during the manga.
Whis, The Angels, and The Grand Minister make perfect use of Ultra Instinct
As an angel technique, all angels v Dragon Ball Super are able to use Ultra Instinct. While Goku was the first character to use Ultra Instinct Dragon Ball Superthe story recounts Whis's training with Goku and Vegeta Dragon Ball Z: Resurrection F as the first true appearance of Ultra Instinct. Whis also uses Ultra Instinct when fighting Broly Dragon Ball Super: Brolyeffortlessly dodging all of his hits. As the only angel seen in action, Whis is an angelic character that uses an on-screen UI.
The father of all angels, the Grand Minister, can also use Ultra Instinct, although he has never had the need to fight. Dragon Ball Super: Super Hero.
