7 Charlotte Smoothie

Charlotte Smoothie is the daughter of Big Mama. She is one of the Sweet Commanders, meaning she is among the best fighters in the crew. Smoothie has Shibo Shibo no Mi, a Paramecia-type devil fruit that allows it to draw moisture from a person's body. Simply put, she can suck the life out of them like she's squeezing the juice out of a fruit.
The ability is not limited to humans. He can use it on animals and any inanimate object. Despite having such a powerful ability at her disposal, Smoothie was unable to make a significant impact in the Whole Cake Island arc. It was a repeat of the Wano Country arc where she was unable to help her fellow crew members.
6 Jack

Jack is a member of the All-Stars of the Beasts Pirates, making him one of Kaido's strongest henchmen. Jack was the first pirate to be revealed to have a bounty of 1 billion berries, which was a huge deal at the time. He has the power of Zou Zou no Mi, Model: Mammoth, which allows him to transform into a prehistoric creature.
The Devil Fruit gave him immense physical strength and allowed him to fight Inuarashi and Nekomamushi without rest. However, Jack was unable to win any big 1v1s in the series. He even reached a stalemate against the Norse rulers and would eventually lose. To avoid this, he pulled out Caesar's poison gas and paralyzed Minky.
5 Marco

Marco possesses the Tori Tori no Mi, Model: Phoenix, a mythical Zoan-type Devil Fruit that gives him the ability to transform into a Phoenix.
With this power, he can fly and regenerate from all kinds of injuries. Marco is also adept at using Haki, which he has demonstrated many times. Unfortunately, Marco was set up to fight characters much stronger than him. With the story already in the Final Saga, Marco won't have the power to break his duck.
4 Jesus Burgess

Jesus Burgess is the Titanic captain of the first ship of the Blackbeard Pirates. Few people know it, but he is also Blackbeard's right-hand man. Burgess is a big man, so he looks intimidating to his opponents. Initially, Burgess didn't have Devil Fruit, but he obtained it after the Dressrosa arc.
Burgess possesses the Riki Riki no Mi, a Paramecia-type Devil Fruit that greatly increases his strength. Burgess is able to lift an entire mountain with his bare hands and launch it towards enemies. Despite his insane physical abilities, Burgess has yet to win a fight in One Piece.
3 Gecko Moria

Gecko Moria is one of the few characters to have commanded two different pirate crews. Many years before the current timeline, he led the Gecko Pirates. But after they were defeated by Kaido, Moria was forced to start another garrison. His other crew became known as the Thriller Bark Pirates.
Gecko Moria possesses the Kage Kage no Mi, which allows him to control shadows. Even with the Devil Fruit at his disposal, Gecko Moria couldn't win a big fight.
2 Koby

Koby is a sea captain who has managed to gain great fame in a short time. In fact, Garp believes that Koby is the future of the Marines. Smoker possesses the Moku Moku no Mi, a Logia-type devil fruit that gives him the power to create and control smoke at will. While nowhere near the best Logia-type Devil Fruits, Smoker has learned to use the energy efficiently. Additionally, Smoker can use two types of Haki. Even with all his powers, Smoker didn't win a big fight in One Piece. His screen time has also been reduced, so there's no telling when fans might see him again.
