The Five Elders are some of the most elite War Gods in the One Piece world and it makes perfect sense for them to have control over advanced Haki types. While their full power is still to be seen, what little fans have seen is enough to conclude that they are among the best Haki manipulators in the final saga.

He is known to be incredibly strong, thanks to the ancient giant blood he possesses, but also has the special power of the Nidhoggs. What makes him even more special is the fact that he has very high Haki control. Loki's Conqueror's Haki is so powerful that it could cause massive damage to King Harald 14 years ago when they fought each other. Monkey D. Luffy over the years he has mastered Haki of various types. In the Whole Cake Island arc, he took his Observation Haki to the next level and learned to see the future. In Wano, he advanced his Haki weaponry and learned to deal internal damage. Later, he even learned how to coat his body in Conqueror's Haki.
By the time of the Elbaf Arc, Luffy has become proficient in all types of advanced haki, but it's clear that he's not a master yet, as Scopper Gaban still has a few things to teach him.

Scopper Gaban he is one of the most important characters in the Elbaf arc, and here he completely solidifies himself as one of the best advanced Haki manipulators in the entire series. Gaban has the power to see the future itself, in addition to manipulating Conqueror's Haki at a very high level where he can even deny the immortality of the likes of the Saint Knights and the Five Elders.
Scopper Gaban is a monster that could even cause fatal damage to King Harald 14 years ago. In combat he also absolutely demolished Sommers in the blink of an eye and could also kill Gunk with one punch if given the time. It goes without saying that Gaban is one of the best advanced Haki handlers in the series.

Monkey D. Garp

Although he is old, Monkey D. Garp he is a Haki master and fans got a glimpse of this in the Egghead Arc where he launched a powerful attack on the Blackbeard Pirates. Garp's opening attack with Galaxy Impact crushed the vast majority of the pirates on the island. He then went on to fight Aokiji and completely overwhelmed him with his advanced Haki mastery.
Garp was also able to take out various Blackbeard Pirate commanders, and his final blow was such that he split a giant skull in half on Pirate Island and caused Aval Pizarro immense pain. While his Haki has certainly declined over the years, his mastery over it is still incredibly refined.

Currently, Shanks he is easily one of the strongest Haki users in the series and it wouldn't be a stretch to say that he is the strongest of them all. However, the true extent of Shanks' powers remains to be seen.
Fans know that Shanks's Haki rivals Joy Boy's, plus it was powerful enough to completely paralyze and scare someone like Aramaki in the Wano Arc. Shanks also covers his blade in Mighty Haki and it's power was such that it completely destroyed both Kid and Killer in battle with a single blow. He can also see the future and it goes without saying that he is an absolute master at this ability.

Im is a force to be reckoned with and one of the main antagonists of all of One Piece in the Final Saga. Imu's true power has been shown in various examples and it is clear to see that he is a monster. Imu possesses Conqueror's Haki at a high level and this was proven at God Valley where their Haki shocked even the likes of Roger and Rocks.
Later in Imu's turn, he showed advanced Haki control on Elbafa, where their Haki could be felt miles away, even in the underworld of the earth. Their mastery of Imu Haki makes them a ferocious enemy to anyone, and they can take down even rock-strong pirates.

Quite easily, the best advanced Haki manipulator seen in the Final Saga series is none other than Emethwhich he owned Joy Boy's Hooks. Centuries ago, Joy Boy sealed his most powerful Haki inside Emeth, only to be used in times of great need. When the straw pirates in Egghead were in danger, Emeth unleashed this Haki and it was so powerful that it tore through the sky and knocked out even the vice admirals of the navy.
Additionally, it nullified all of the Five Elders' powers and sent them back to Marijoa. Most of all, it caused immense pain to Imu, showing that Joy Boy is truly the best Haki user in all of One Piece. While Joy Boy is dead, Emeth was alive until recently, and this now makes him the best advanced Haki user in the series.
