At its very peak, Madara Uchiha he is definitely among the strongest in the Narutoverse. Madara was an absolute force to be reckoned with, and when he awakened the Rinnegan and then became the Jinchuriki of the Ten-Tails, Madara was nearly unstoppable. To top it all off, Madara even absorbed the power of the God Tree and that made him almost immortal.
If it weren't for Black Zetsu, Madara would have continued on his path of utter destruction and perhaps even single-handedly taken down the Shinobi Alliance. In his strongest form Madara was almost unstoppable and even better than some low level Otsutsuki such as Kinshiki among others.

Kaguya Otsutsuki she is the mother of all chakra on Earth and certainly one of the strongest characters in the Narutoverse. Kaguya came to planet Earth with Isshiki, but stabbed him in the back, severely injuring him. She then proceeded to eat the Earth Chakra Fruit and gained immense powers.
Kaguya had the power of the Rinne-Sharingan and her overall abilities were such that she was hard to match in battle. Her Byakugan was classified as a Kekkei Mora and was incredibly strange compared to everyone else in the series. Kaguya had chakra so overwhelming that even the Ten Tails paled in comparison. In fact, when she compared her powers to Madara Uchiha's, even Naruto Uzumaki was completely amazed. When talking about the strongest Otsutsukis that fans have seen in the story, Isshiki is sure to come to mind. At his peak, Isshiki Otsutsuki was far superior to the combined strength of Naruto and Sasuke. He was able to overwhelm any threat in front of him and even the powers of the Six Paths were useless against him.
Ishiki commanded powerful jutsu thanks to his Kokugan and could use Sukunahikona and Daikokuten to their maximum level. However, once Naruto harnessed the power of Baryon Mode, Isshiki was easily overpowered and it goes without saying that he was inferior to the Seventh Hokage.

Sage of the Six Paths, Hagoromo Otsutsukihe is certainly one of the strongest characters of the entire series and quite underrated in reality. Hagoromo was born with incredibly powerful chakra and the Rinnegan. Most fans mistake his peak performance for worse than Kaguya Otsutsuki. But when Hagoromo fought Kaguya, he wasn't at the peak of his powers. He had to combine his power with that of his brother Hamura to take her down.

Once Kaguya was taken down, Hagoromo effectively became the Jinchuriki of the Ten Tails. This made him even stronger and put him above Kaguya's level. Hagoromo's overall abilities were such that he could control and use any jutsu. In fact, he even had the power of Creation of All Things, which meant he could actually create a physical form and breathe life into it. Before Hagoromo's power, no one really stood a chance. His chakra was so powerful that it could bypass death itself and travel millennia to reach Naruto Uzumaki. Hagoromo is easily one of the strongest characters in the world, if not the strongest.

The Seventh Hokage, Naruto Uzumakihe's second only to a single character in the entire series, and a lot of that is due to his collaboration with Kurama. After receiving the Six Paths powers from Hagoromo Otsutsuki, Naruto's overall abilities were raised to sky-high levels. By the time he became the Seventh Hokage, Naruto was strong enough to fight Otsutsuki on an equal footing. But it was only after harnessing the power of Beryon Mode that Naruto reached his peak.
At his peak, Naruto was easily able to overpower even Isshiki Otsutsuki in battle, meaning he was overall stronger than him. By simply using Taijutsu, Naruto could basically kill almost anyone who stood in his way. What's more, his overall abilities and chakra pool were absolutely huge as well. Unfortunately, Beryon Mode was Naruto's last powerful form as Kurama ended up dying due to the use of this power.

The strongest character in the whole Naruto the verse is Shibai Otsutsuki at this point. Unfortunately, very little is known about him other than the fact that he consumed so many chakra fruits that he eventually left his mortal body and ascended to godhood.
Shibai was one of the most powerful Shinjutsu users to ever exist. His abilities include an auto-deflect power that will deflect all attacks without doing anything to it. He also had the ability to use jutsu without any seals. Moreover, his roar alone caused natural disasters and could easily continue destroying planets. He left his mortal body behind, which means he probably won't appear again in the Boruto series. When it comes to the strongest in the series, Shibai definitely ranks at the very top.
