How to unlock a field office

This is a very easy fossil to obtain. A mummified frog can be found cutting weeds in jungle area. You can find the entrance to the jungle on the right side of the beach with Willy's boat. If you are in the area, you just swing your sword or scythe until all the grass is cut.

If for some reason you don't get a frog, wait a while for the grass to grow again and then come back with a sharp weapon in hand.
