Dragon Ball‘s power-scaling spiraled out of control with the introduction of the Gods of Destruction and Angels in Dragon Ball Super. Which is saying something, because the end of Dragon Ball Z was already reaching ridiculous levels thanks to Super Saiyan 3 and Fusions. God Ki, God Forms, and a new hierarchy of deities completely redefined what it meant to be powerful in Dragon Ball. Suddenly, multiple characters were far stronger than Vegito, formerly the most powerful character in the franchise.
The strongest characters in Dragon Ball Super aren’t just God-Tier, they’re now literal gods thanks to their staggering Power Levels. Goku and Vegeta are breaking through their limits with every story arc, but never before has it felt like there’s now a level they simply cannot reach. The Black Frieza Saga has set the stage for battles only God-Tier characters can survive. Broly Was Born With God-Level Potential
Strongest Form: Legendary Super Saiyan
Broly might have more potential than any character in Dragon Ball, including Gohan. As a baby, Broly was born with a higher Power Level than most Saiyan adults. As an adult, Broly was so powerful, Goku and Vegeta needed to use their God forms just to fight him. Broly’s Legendary Super Saiyan transformation is so powerful, only Gogeta was actually strong enough to beat him in Dragon Ball Super: Broly. Even then, Gogeta had to actually turn Super Saiyan Blue to win.
Broly does not need God Ki or God forms to fight the strongest opponents in existence. He’s just that strong naturally. As of Dragon Ball Super Chapter 103, Broly is slowly learning to control his powers and is one step closer to finally mastering his Legendary Super Saiyan form. Once Broly gains complete control over his powers, he’ll not only be stronger than both Goku and Vegeta, he’ll be stronger than most of the multiverse’s Gods.

Vegeta is a Prodigy Born From Hard Work
Strongest Form: Ultra Ego
Vegeta is described as a prodigy born through hard work in the Dragon Ball Super manga’s Moro Saga, and it’s really not hard to see why. Much like Goku, Vegeta is constantly training and finding new ways to surpass his limits. He started training with Whis and Beerus six months earlier than Goku did, and even learned how to use God Ki by himself, whereas Goku had to use the God Ritual. Vegeta has grown so strong, he actually beat Goku in a fair fight at the end of Dragon Ball Super: Super Hero.
Since unlocking Ultra Ego, Vegeta has become one of the most powerful warriors in the multiverse and is basically a God of Destruction in all but title. By training with Beerus personally, Vegeta is slowly mastering how to use Destructive Ki and techniques like the Hakai. Beerus outright gifted him a God of Destruction earring as a sign of Vegeta’s growth. Vegeta has yet to fully master Ultra Ego, but once he does, he’ll be borderline unstoppable – even in the face of the Gods.

Goku’s Mastery of Ultra Instinct is Better Than the Gods’
Strongest Form: Perfected Ultra Instinct
Goku’s mastery of God Ki is second-to-none compared to other mortals. Although Vegeta brute forced himself into learning God Ki by himself, Goku’s been using God Ki and God forms longer than anyone else. By the end of the Granolah the Survivor Saga, he’s more or less fully mastered Ultra Instinct and can even stack his Super Saiyan forms on top of UI for a massive power boost. By the end of the Super Hero Saga, Goku’s mastery of Ultra Instinct is so refined, he can instantly transform after de-powering.
At this point in Dragon Ball Super, Goku is a God in all but name. He’d never want to, but he could easily become his universe’s God of Destruction just by training a little bit more. Goku is dedicated to always pushing himself past his limits, and even though he’s close to hitting his wall, he still has room to break new ground with Ultra Instinct – and he’ll need to if he wants to beat Black Frieza for good once the Dragon Ball Super manga returns.

Gohan Could Be Universe 7’s Next God of Destruction If He Wanted to Be
Strongest Form: Beast
Gohan has always had more potential than most Dragon Ball characters, but the fact he doesn’t take his training seriously started holding him back in Dragon Ball Super. Piccolo starts training him again before the Tournament of Power, but Gohan doesn’t reach his full potential again until Dragon Ball Super: Super Hero. By unlocking his Beast form, Gohan’s Power Level skyrocketed to extreme heights and has officially made him the strongest hero in the series.
Gohan Beast is not only strong enough to kill Cell Max (albeit with some help), he actually defeats Perfected Ultra Instinct Goku in a fight. Whis is so impressed by Gohan Beast that he even proposes the idea that he become Universe 7’s God of Destruction after Beerus. Beerus doesn’t agree that Gohan has the right temperament, however, and Gohan himself would realistically be against the idea. The fact one of the strongest Angels recognized Gohan Beast’s power is a huge feather in his cap, though.

Frieza’s Natural Talent Makes Him a Threat to the Gods
Strongest Form: Black Frieza
By training for ten years inside a Hyperbolic Time Chamber he found while exploring the multiverse, Frieza became the strongest unfused mortal in the Dragon Ball franchise. His Black Frieza transformation is insanely powerful, raising his Power Level from weaker than Jiren in the Tournament of Power to stronger than both Ultra Instinct Goku and Ultra Ego Vegeta. It’s even implied at the start of the Super Hero Saga that Black Frieza is still stronger than Goku and Vegeta.
At his current Power Level, Frieza is a legitimate threat to the Gods of Destruction, and if they aren’t careful, Black Frieza will wreak serious havoc across the multiverse. Goku and Vegeta are still training to so much as match Frieza’s new Power Level, but only time will tell if they’ll be able to keep up. Once the Dragon Ball Super manga comes back and begins the Black Frieza Saga, both the Z-Fighters and the Gods are in serious danger.

Vegito is So Strong, He Almost Killed an Immortal God
Strongest Form: Super Saiyan Blue
Vegito was the single strongest character by the end of Dragon Ball Z, and it wasn’t even close. Goku and Vegeta use the Potara earrings to fuse into Vegito again during the Goku Black Saga, when they learn that Potara fusions only last one hour for mortals. Unfortunately, Vegito is so strong that even the Potara earrings can’t keep him stable for long, actively draining time away from the fusion, especially when he’s in his Super Saiyan Blue form.
That said, this doesn’t take anything away from Vegito’s overwhelming strength. Super Saiyan Blue Vegito gives Fused Zamasu a beating unlike any other. He even comes close to killing Zamasu despite the fact that he’s literally immortal – that alone is an amazing display of power simply unheard of in Dragon Ball. If Vegito didn’t suffer drawbacks from the Potara timer, he might even be stronger than Gogeta. Unfortunately, Goku and Vegeta’s other fusion is far more stable than Vegito.

Gogeta is the Strongest Fusion of All Time
Strongest Form: Super Saiyan Blue
Although Vegito and Gogeta should technically be on the same level, Gogeta has far more impressive feats and appeared more recently in Dragon Ball Super. Gogeta manages to stay fused in Super Saiyan Blue for several minutes without defusing, and is so strong, he causes a dimension break while battling Broly. In Akira Toriyama’s original script for Dragon Ball Super: Broly, Gogeta survives fighting Broly on the face of the sun.
Gogeta is ultimate fusion and warrior, combining all of Goku and Vegeta’s best techniques into one supremely powerful martial artist. It’s even implied that Gogeta could defeat Beerus at his current level. If not, he’s more than strong enough to hold his own against the God of Destruction. Gogeta might very well be Goku and Vegeta’s only hope at defeating Black Frieza, but they’re far too proud to fuse in order to defeat their greatest enemy.

Beerus & The Gods of Destruction Are on Another Level
Strongest Form: Ultra Instinct (Beerus Only)
Beerus is the benchmark Goku and Vegeta have been trying to reach since Dragon Ball Z: Battle of Gods. Anytime they seemingly get close, it’s revealed that Beerus is much more powerful than he let on. That said, with Goku mastering Ultra Instinct and Vegeta now having access to Ultra Ego, they’re closer than ever to reaching God of Destruction-Tier levels of Power. Toppo is proof a mortal can eventually surpass their God of Destruction with enough training.
Beerus is the only God of Destruction who can use Ultra Instinct, and he’s been stated to be the strongest of all the GoDs (even those from universes with higher Mortal Levels). The next strongest God of Destruction is Quitela, followed by Belmod. In the Dragon Ball Super manga’s God of Destruction battle royale, Beerus, Quitela, and Belmod are the last three standing, firmly outclassing their fellow Gods of Destruction.

Zeno’s Attendants Need to Be Powerful to Guard Him

Zeno’s attendants are some of the most mysterious characters in Dragon Ball Super. The fact Zeno needs attendants at all defies all reason, especially since he’s strong enough to erase anyone he wants, but given that Zeno has the mentality of a child, his guards might very well be there to keep him docile.
Zeno might also need guards in case a God of Destruction tries anything funny, like using a Hakai on him. By virtue of being Zeno’s personal body guards, Zeno’s attendants have to be supremely powerful. They’re without a doubt stronger than the Gods of Destruction, but are realistically weaker than the Angels, who sit at a much higher position in Dragon Ball Super’s cosmology. Zeno’s attendants have never fought on-screen, but it stands to reason they’d be able to defeat any mortal with relative ease.

Whis & The Angels Are the Peak of Power In Their Universes
Strongest Form: Ultra Instinct
While Goku and Vegeta are inching closer to Beerus with every story arc, the idea of them ever catching up to (so much as surpassing) Whis and the Angels is downright unrealistic. Every Angel is the strongest character in their respective universe. The few times Whis has been seen in combat, he’s never needed to break a sweat. He easily dodges all of Legendary Super Saiyan Broly’s blows, and catches a punch from Moro like it’s absolutely nothing.
Like Beerus, if Whis wanted to, he could solve every crisis for the Z-Fighters. As an Angel, however, Whis is not allowed to heavily interfere or influence mortal affairs, lest he risk being erased. All Angels are roughly on the same level as Whis, though it’s implied Vados is actually stronger than Whis. Vados is not only older than Whis, she trained him alongside the Grand Priest. That said, none of the Angels have ever been in a full-out fight, so it’s impossible to scale them all accordingly.
