The Pika Pika no Mi belongs to Admiral Kizaru, who is one of the Navy's top fighters. It's unclear how he got his hands on the Devil Fruit, but it's likely that the World Government handed it over to him.

The Pika Pika no Mi gives him the ability to create and control light at will. After spending so many years with the Devil Fruit, Kizaru has almost mastered its power.
