Angels are the absolute pinnacle of power in Dragon Ball Superand so much so that they are not even allowed to fight. If an angel uses his full power to try to interfere in mortal matters, he risks being erased from existence. At most, angels can train mortals and gods of destruction, but otherwise must remain neutral entities. This is probably for the best, since a single angel could destroy the multiverse with his power.

Reaching the power level of an angel, let alone one as strong as Whis, is a virtually impossible feat for most people. Dragon Ball's cast – but things have changed a lot since then Battle of the Gods. Thanks to new forms Dragon BallThe main characters are stronger than ever and Dragon Ball Super 2 even introduces a villain with the powers of an angel. Whis remains one of the strongest characters Dragon Ballbut several characters have the potential and drive to finally reach his level.

Vegeta is destined to become the next God of Destruction in Universe 7

Now that Vegeta has become Beer's official disciple, he is closer to literal divinity than any other character Dragon Ball. In terms of strength, Vegeta is currently stronger than Goku and Ultra Ego actually has more potential than Ultra Instinct because an untrained Ultra Ego is already as strong as a fully mastered Perfected Ultra Instinct. This means that Vegeta is explicitly following the path of the Destroyer, not the Angel.

Techniques like Ultra Instinct don't interest Vegeta and he has no interest in clearing his heart. Rather, Vegeta puts all his talent into mastering the art of destruction to overwhelm his enemies. Although Ultra Ego is powerful, it is exactly the kind of technique that Angel can easily counter. If Vegeta reaches Whis's level one day, he'll have to learn to work around Ultra Ego's blind spots.

Broly's True Power is the Stuff of Legends

It's not about if Broly reaches Whis's level, but when will be Universe 7's legendary Super Saiyan, Broly, was born with such a high level of power, King Vegeta feared that he might one day usurp the royal family and banish him to the planet Vampa. Despite living in harsh conditions that left him malnourished, uneducated, and undertrained, Broly still had more than enough natural strength to keep up with the God forms of Goku and Vegeta.

Once Broly unlocked Super Saiyan, he surpassed Super Saiyan Blue straight away and became even stronger once he ran into Legendary Super Saiyan. Now that he has mastered the True Legendary Super Saiyan, Broly should have enough power to compete with Gogeta Blue and Beerus. With a few more months of training, Broly could end up being the first Z-Fighter strong enough to challenge Angel.

Gohan Beast has already proven himself to be stronger than Angel Techniques

After unlocking his Beast form at the end Dragon Ball Super: Super Hero, Gohan is the strongest he's ever been. Now the most powerful Z-Fighter in the series, Gohan Beast is simply on another level. IN Dragon Ball Super Chapter 103, Whis thinks so highly of Gohan that he considers him a suitable replacement for Beerus. This means Gohan Beast is already destroyer level without training.

Performance wise, Gohan Beast also manages to knock Goku out of Perfected Ultra Instinct. As the name suggests, PUI is a fully mastered version of Ultra Instinct that gives Goku the same level of reaction time as the Angels. The fact that Gohan Beast is faster and stronger than Perfected Ultra Instinct Goku means that he is guaranteed to match Whis one day if he continues his training.

Frieza is every angel's worst nightmare

Frieza has more potential than anyone else Dragon Ball the multiverse, and that includes the Gods. Frieza was born powerful. Despite never training in his life, he grew to take over most of Universe 7. After being revived Dragon Ball Superit only took four months for Frieza to not only catch up, but even surpass, Super Saiyan Blue Goku & Vegeta.

Frieza is so powerful that even image training increases his power level. By training for ten months in the Hyperbolic Time Chamber, Frieza unlocked his black form, giving him a power level far beyond Ultra Instinct or Ultra Ego. Currently, Frieza is a real threat to the gods and his full power can even be enough to fight angels.

Goku is the ultimate Ultra Instinct user

Goku may not be the strongest Z-Fighter right now – not by a long shot – but he has more potential than anyone to finally reach Whis's level one day. Goku dedicated years of his life to mastering Ultra Instinct v Dragon Ball Super manga. No one else relates to Ultra Instinct like Goku. For Goku, using Ultra Instinct became as easy as launching his various Super Saiyan forms.

Goku also became Whis's primary student, much like Vegeta now studies under Beerus. Whis has been taking care of Goku for years to help him unlock his full power and overcome the angels. With how much stronger Goku grows with every single saga, it's only a matter of time before he surpasses Vegeta, Broly, and Gohan again, whether he makes a new breakthrough with Ultra Instinct or finally masters the form to a level that even angels can't reach.

Vegito is only held back by Potara's limitations

Potara's earrings are supposed to offer a stronger fusion caliber compared to Fusion Dance, but they have one major drawback: they can't contain too much energy without hitting the fusion time limit significantly. In Goku Black Saga, Goku and Vegeta use Potara to bond with Vegito, one of the strongest fighters in the multiverse.

Unfortunately, Super Saiyan Blue Vegito is so powerful that Potara's time limit drops from an hour to a few minutes. That said, Vegito Blue was implied to be strong enough to give Beerus a good fight, and even put fear into Fused Zamasu, who was literally immortal at the time. If Vegito was a permanent connection, there is no doubt that he would rival Whis.

Gogeta is the most powerful fusion ever created

Gogeta is everything Vegito is, but better. Despite being born from Fusion Dance, Gogeta suffers from no time limit issues, not even fighting at full power. IN Dragon Ball Super: BrolyGogeta pulls off some of the most impressive feats in the franchise, including breaking the fabric of space and time to bring Broly to another dimension.

Super Saiyan Blue Gogeta is absurdly powerful, with a power as strong – if not stronger – than Beerus'. Goku couldn't voluntarily activate Ultra Instinct when he and Vegeta teamed up Dragon Ball Super: Brolybut now that he has mastered PUI, Gogeta would have access to the best angel technique if Goku and Vegeta ever team up again. That alone would put Gogeta on Whis' level.

Beerus is Whis's greatest student

If anyone is truly on Whis's level right now, it's Beerus. Whis personally trained Beerus to become the God of Destruction of Universe 7. Beerus is by far the strongest destroyer in Dragon Ballrivaled only by Quitela and Belmod – both of whom he could realistically defeat. Beerus also has the distinction of being the only God of Destruction that knows Ultra Instinct.

IN Dragon Ball Z: Battle of GodsBeerus revealed to Goku that Whis was not only stronger than him, but that he had defeated him before. Everything Beerus knows he learned from Whis. Beerus is just stronger than Battle of the Godsand his raw power in the manga's Zeno Ehibition Match proves that he has what it takes to reach Whis's level; if it's not already there, that is.
