Gol D. Roger and Ace didn't spend any time together because the former was executed by the World Government before his son was even born. Despite Roger's position, Ace hated his line and his father. Ace didn't even use Roger's name, further proving how much he hated him. However, there's no denying that Roger and Ace would make a phenomenal duo.
In his prime, Roger was probably the strongest character in One Piece and would easily destroy his opponents. However, Ace was nowhere near Roger's strength, which lowers their overall ranking. Ace was heavily dependent on his Devil Fruit and could not use Haki like the other top fighters.

Figarland Garling is the Supreme Commander of the Holy Knights, arguably the most powerful group in One Piece. Later, after Saturn's death, Imu was elevated to the position of god of science and defense.

Despite being father and son, Luffy and Dragon don't seem to have any kind of affection for each other, which is understandable since the two have barely had any contact with each other. While there may be no chemistry between them, it's hard to deny that Luffy and Dragon make an extremely overmatched duo.
Luffy has access to Gear 5th and can use all three types of Haki along with their advanced variants. In his short time as a pirate, he has defeated the likes of Kaido, Kizaru, Doflamingo and many others. On the other hand, Dragon is the Commander-in-Chief of the Revolutionary Army, which means he is also a strong personality. However, until Oda reveals his power, it would be unwise to rank the duo higher.

Monkey D. Garp and Dragon are two of the most famous One Piece characters, but for different reasons. Garp is known as a hero of the Marine Corps and a champion of justice. Meanwhile, Dragon is known as the worst criminal in the world.
In his heyday, Garp was one of the few characters who could match Gol D. Roger in strength. His Haki is far better than any other marine in history.

The duo of King Harald and Loki ends at the top. Harald's name was mentioned several times in the Elbaf arc, but fans didn't learn about him until the God Valley flashback. He is considered the greatest ruler in the history of Elbaf.
In addition to being an excellent ruler, Harald was also a phenomenal fighter who could fight Xebek on an equal footing. In fact, Xebec never won a fair battle against him. Loki is no shabby fighter either. He owns a legendary weapon and knows how to use it appropriately. His abilities attracted the attention of the Holy Knights, who tried to get him to join the group.
