In his prime, Roger was probably the strongest character in One Piece and would easily destroy his opponents. However, Ace was nowhere near Roger's strength, which lowers their overall ranking. Ace was heavily dependent on his Devil Fruit and could not use Haki like the other top fighters.

Both father and son serve in the Holy Knights, so there's little chance fans could see them in action in the future.

On the other hand, Dragon is the Commander-in-Chief of the Revolutionary Army, which means he is also a strong personality. However, until Oda reveals his power, it would be unwise to rank the duo higher.
