When writing the villains in Naruto, Kishimoto made a point to make them as interesting as possible. He provided them with compelling stories and complex morals. In certain cases, the author even made sure to give the villains their own redemption arcs. However, not all were worthy of redemption. Orochimaru

In many ways, Orochimaru was the highlight of Naruto Part 1. The way he was introduced sent chills down the spines of the audience. Orochimaru was completely evil and had no remorse for his actions. He conducted experiments on people, which often ended in the death of the test persons. If that wasn't enough, he even attacked the Hidden Leaf Village, resulting in the death of Hiruzen Sarutobi. Considering his past, he should have been severely punished, but somehow he wasn't.

Obito Uchiha

One can have a bad feeling about Obito and still criticize his actions. It is true that he had to suffer because of the actions of his ancestor and Black Zetsu, but at the same time he had a choice. Obito could have given up his life and entrusted his future to his best friend, but he still chose to unleash the Nine Tails on the Hidden Leaf. Obito didn't stop there. He manipulated the Akatsuki from the shadows and then eventually started the Fourth Great Ninja War. His actions were inexcusable and he should never have been redeemed.

Itachi Uchiha

Itachi was a victim of the malicious nature of Danzo and the other Elders of the Hidden Leaf. Even though he deserves pity, that doesn't mean he should be redeemed by Masashi Kishimoto. It is hard to overlook the fact that Itachi massacred his parents and several other members of the Uchiha clan. He even used a high level Genjutsu on Sasuke who was still a child. Itachi's actions traumatized Sasuke and he was forced to live a life without his parents. Instead of forcing his younger brother to deal with such an absurd amount of trauma, he could have been honest with him.

Zabuza Momochi
Zabuza is one of Naruto's most prominent characters. He was introduced in the first half of the story and hardly took time to make an impression on the audience. Zabuza came off as a malicious individual who would hurt anyone for some money, and to an extent that was true. Zabuza killed several people during his time as a mercenary. Yet somehow he was redeemed. Zabuza was an evil person and should never have been given a proper mission.

Madara Uchiha led the Uchiha clan during the Warring States period. After years of fighting and losing members of his family, Madara was tired and decided to stop the wars. He teamed up with the Senju clan to form the Hidden Leaf Village.
However, the darkness in his heart was harnessed by Black Zetsu and it sent him down a rather destructive path. Obito was manipulated by Madara and resulted in the death of many people. Madara sought peace in his mind, but the truth was that he was selfish and self-centered.

Kabuto Yakushi

Kabuto Yakushi was fascinated by Orochimaru's ideology and therefore decided to follow in his footsteps. Kabuto was also impressed by Orochimaru's dedication to his cause and therefore did everything in his power to help the legendary Sannin. Kabuto was involved in murder, kidnapping, and many immoral experiments. He never thought about the consequences while committing all the heinous crimes.
After Orochimaru's “death”, Kabuto took control of the Reincarnation of the Impure World and helped Obito start the Fourth Great Ninja War. The undying summon caused a lot of chaos during the war and also killed many ninjas. Instead of being punished for his actions, Kabuto was allowed to run an orphanage.

Nagato Uzumaki

Make no mistake, Nagato Uzumaki is one of the best written Naruto characters, but that doesn't mean he deserves redemption. For years, Nagato led the Akatsuki and forced them to hunt jinchuriki. Once the group finds the jinchuriki, they subdue him and then pull out the tailed beast. Fans will know that a jinchuriki has died when their tailed beast is drawn, so almost every human caught by the Akatsuki has been killed.
In addition to extracting the tailed beast, Nagato oversaw other missions that resulted in the deaths of countless other people. He even killed Jiraiya and later destroyed more than half of the Hidden Leaf. While he did indeed revive countless souls killed by his attack, his other actions cannot be overlooked.
