Monkey D. Luffy is the captain of the Straw Hat Pirates and one of the four sea emperors. Although Luffy only started his journey a few years ago, he has become one of the most powerful pirates in the land One piece. He defeated characters like Kaido, Katakuri, Doflamingo and Cracker in a short period of time.

Luffy's battles helped him grow as a fighter and also improved his abilities. Currently, Luffy can use all three types of Haki and has even learned to use advanced versions of them. However, he still lacks experience, which is why there are several One Piece characters who have better Haki.

Shanks
Captain of the Red Haired Pirates
Shanks is probably the most powerful character living in One Piece. Like Luffy, Shanks quickly rose through the pirate ranks, eventually becoming the youngest emperor in history. What makes Shanks' rise so impressive is that he was able to accomplish so much with just Hakim.
Since he had been fighting for so long, his Haki had become so refined that it was almost impossible for an opponent to overpower him. Shanks' Conqueror's Haki is his strongest asset. It has been confirmed that he can use it to nullify his opponents' Future Sight, putting them at a huge disadvantage. Shanks' Conqueror's Haki is also extremely powerful as he was able to scare the Admiral away without lifting a finger. As things stand, Shanks is a better Haki user than Luffy.
Scopper Gaban

Scopper Gaban used to be Gol D. Roger's left hand man. It is unclear when he joined the crew, but it was confirmed that he remained until the crew disbanded. Before the Elbaf Arc, there was much speculation about Gaban's power, but Oda put all that to rest once the Straw Hats landed in the land of giants.

The old era of One Piece has many strong haki users. Here are the most notable ones.
Scopper Gaban has no Devil Fruits, but that hasn't stopped him from becoming one of the strongest fighters in One Piece. Gaban has mastered the use of all three types of Haki and is also one of the few individuals who knows how to bypass the Saint Knights' regeneration. Since Luffy doesn't know how to use Haki to hurt immortal beings, Gaban stays over the young pirate.
Whitebeard
Leader of the Whitebeard Pirates
Whitebeard was the captain of the Whitebeard Pirates. He was different from most known pirates because he did not desire fame and power. Whitebeard only cared about his family and their safety. Over time, it became taboo to attack a member of the Whitebeard Pirates as it meant risking war with the “World's Strongest Man”.
Whitebeard possessed the Gura Gura no Mi, a Devil Fruit so powerful that it could destroy an island in seconds. Still, Whitebeard didn't just rely on Devil Fruit. He mastered the use of Haki as it allowed him to fight other Devil Fruit users. Whitebeard didn't get enough opportunities to show off his haki skills, except for the one time he matched Roger's Haki. From his recent appearances, it's quite obvious that Luffy has yet to reach Whitebeard's level.
Go D. Roger
King of the Pirates
Gol D. Roger was the king of the pirates and probably the most powerful character of the old era. Roger was an adventurous and courageous individual who never shied away from a challenge. He would welcome battles with open arms.

Roger was a talented swordsman and relied on Ace in battle. He combined his swordsmanship with his Conqueror's Haki and Armament Haki, resulting in a devastating fighting style. In his prime, Roger's power was almost unparalleled. Currently, Luffy is still below Roger when it comes to Haki usage.
Davy D. Xebec

Davy D. Xebec was the main attraction of the God Valley incident. Although so many big names were involved in the incident, he was the one who stole the show. Davy D. Xebec was a pirate who believed in his power. In fact, this is how he recruited new crew members.
Xebec didn't have a devil fruit, yet he was still at the peak of his era. To this day, he remains the only pirate to have killed an admiral. Xebec was also an elite swordsman who used his Haki in combat.

Leader of the World Government
Imu is the true ruler of the world, living since the Void Century incident. They have absolute power over world government and pay what they say. The Imu had never used their powers before the Elbaf Arc, but after watching them in action it was clear why they were at the top of the food chain.
Imu has access to a plethora of abilities, including Haki. They used their Haki in Elbaf and it was so powerful that even the people in the underworld sensed it.
Joyboys
The first pirate in history
Joyboy was the first pirate in history. He probably came from an ancient kingdom whose existence has been erased almost everywhere. Joyboy was the number one enemy of Im and the rest of the World Government.
The 20 allied nations sought to destroy Joyboy and the Ancient Kingdom and unfortunately succeeded in their efforts. However, their victory does not diminish Joyboy's status as a legendary figure. Since Joyboy hasn't fully appeared in the story yet, it's hard to gauge his power. However, there is a good chance that he may be the strongest Haki user in One Piece history. After all, his sealed Haki was so powerful that it overpowered the Five Elders and sent four of them back to Marijoa.
