As the Serpent Empress, Hancock is incredibly powerful and uses all kinds of Haki in battle. In addition, it also has access to Mero Mero no Miwhich allows her to turn others to stone. While some techniques depend on physical attraction, others work independently of it.
Hancock is powerful and no one wants her as an enemy. Hancock was so impressive that her first pirate voyage earned her a bounty of 80 million berries. Even Blackbeard admitted that he would have lost to her if she had given her a single opening in battle, which was why he had to sneak up on her.
Scopper Gaban
Gaban was the Pirate King's left armand he is definitely one of the strongest pirates in the One piecealthough he is currently off his prime. Gaban wields dual axesand can charge them with powerful Conqueror Haki of the highest order.
Gaban was the very first person in One Piece to show that even immortals are not invincible. He showed how superior his Conqueror's Haki was compared to the likes of Luffy and Zoro.
Silver Rayleigh
Silvers Rayleigh was Roger's right hand manand his abilities definitely make him one of the strongest non-Yonka pirates. Fans know him as a great swordsman who can master all three types of Haki.
Rayleigh was one of the strongest Roger Piratesand he demonstrated it several times in One Piece. During God Valley, Rayleigh was able to easily defeat Sommers and save Shakky, and even in his advanced age, Rayleigh defeated the Admiral and scared the Yonko.
Rocks D. Xebec
Rocks D. Xebec is a legend in One piece world and was a pirate to be reckoned with pirate king level. Rocks was the captain of the craziest crew One pieceRock Pirates. They were powerful, and with this crew holding several future Yonks, it's not hard to see how powerful the Rocks must have been. Rocks never became a Yonk because the concept didn't exist back then and he died too soon, during the events of God Valley.
Rocks has already proven herself to be top notch in One Piecewith crazy feats like killing an admiral, infiltrating and escaping the Flower Chamber, defeating Garling Figarland, and even taking on Im.
Go D. Roger
Go D. Roger he lived in the time before the rise of the Yonks. Roger himself never became a Yonkand instead held an even more prestigious title—the title The Pirate King. Only he has achieved this title and it shows how powerful he was in his prime.
With Roger Pirates, Gol D. Roger conquered the Grand Line. Roger had his highest grade sword called Ace and he also had Haki of the highest order.
