Dragon Ball and power scaling has seemingly been raging since the manga's debut in the 1980s, and the theme has only grown more heated with each subsequent arc and new villain. Although Dragon Ball Super the manga has progressed further than its anime counterpart, George and Broly they're still considered the two most powerful forces in the series, and they're both big dudes with straight motives and muscles that could crush Goku or Vegeta.
Postponing their fight Dragon Ball Super Heroesthese two have never fought in a main series, and it's a little hard to imagine a scenario that could bring them together for a legendary showdown. But that doesn't mean fans can't have a heated debate about who gets their hands up at the end of the encounter. Despite all the differences in strength and abilities, Broly and Jiren are quite similar in many ways. For example, when they were introduced, they were both much stronger than Goku and Vegeta in their Super Saiyan Blue states, enough to suddenly completely ragdoll the heroes in their most powerful forms at the time. Both of these mortals proved that one does not need God Ki to reach the highest level of power.
In fact, both situations required the heroes to achieve an upgrade to defeat them, which was far greater than anything that came before it. Now, the fandom is divided on whether Jiren taking on Ultra Instinct Goku or Broly taking on Super Saiyan Blue Gogeta was more impressive, but it's clear that without a significant power boost beyond what they already had, there was no way Goku or Vegeta could defeat these foes. However, with contextual analysis and other clues from the manga, it can be deduced that Broly may just be the stronger of the two, at least for now.
The main reason is confirmed in Cool manga, as God Ki or other divine techniques are not necessary to overpower someone using them. In the manga, Beast made Gohan and Granolah so fast with their incredible speed that Ultra Instinct Goku's instinctive dodging could not respond to their attacks, showing that Broly's unmatched potential may have eventually allowed him to overpower Goku if the latter used Ultra Instinct in his battle.
While Jiren also held his own at first, Ultra Instinct Goku toyed with him towards the end of their fight. Furthermore, Goku and Vegeta were much stronger against Broly than themselves in the Tournament of Power due to their Zenkai Boosts, so with this knowledge, Broly beat them mercilessly in their base form much more impressively than they previously thought.

In addition, Super Saiyan Blue Gogeta was needed to defeat Broly, which is not only the power of Goku and Vegeta combined, but also the extra power they gained from the fusion dance. While many argue that the fusion could have defeated Broly while he was in his regular Super Saiyan form, Gogeta felt the need to go Blue to get the job done as quickly and efficiently as possible. With all that in mind, Broly lasting as long as he did is really a sign of how strong he is, as Gogeta is much stronger than Ultra Instinct Goku.
The counter argument some are making here is how quickly Jiren dispatched Golden Frieza compared to Broly beating him for an hour. The answer to that lies in Super hero movie where Vegeta states that Jiren's strength wasn't much greater than his or Goku's during the tournament, just that his level of Ki control was much higher. So it just goes to show that he knows how to maximize his power, while Broly, in his berserk berserker state, just thrashed his enemy without thinking about what he was doing. Dragon Ball: The Challenges of Mastering Ultra Ego, Explained
Ultra Ego is a transformation introduced in Dragon Ball Super, but what might be the problems in mastering it?
Will it always stay that way? Will Broly always be stronger than Jiren?
What is the answer to that in the current setup?
While the answer to the question is pretty clear based on what fans have seen of the series, it's once again tricky to speculate how a battle between the two would play out given where the story is right now. Although Broly has perfected his Berserker Saiyan state and can control his power much better than ever before, fans have no idea what Jiren has been up to since the Tournament of Power ended.
Since Jiren is a fighting genius as well as a master at controlling and using his power, it is entirely within the realm of possibility for him to unlock some version of Ultra Instinct as well. After seeing Goku unlock the state during the tournament, Jiren could have been training all these years to do it too, and seeing how calm and composed he already was, he could do it much easier than Goku. If that's the case, or if he unlocked any other kind of power-up, this debate is sure to reignite.
What do Super Dragon Ball Heroes say?
Anime promo picks a clear winner (but not relevant in more ways than one)
If you use up everything Dragon Ballthen you probably know that Jiren and Broly have technically already fought. However, the battle takes place in Super Dragon Ball Heroesofficial non-canon anime promo. This fight takes place in the same tournament that features SSB Goku vs. SS4 Goku, and during the same arc that gives Yamcha screen time. Nothing inside Super Dragon Ball Heroes is meant seriously.
More importantly, Jiren fights with DBZ the Broly version, no Dragon Ball Super repetition. So it makes perfect sense that the former would destroy the latter since Broly's original level is way below his level. DBS counterpart. Honestly, Jiren would look like a jerk if he couldn't beat this Broly.
