Goku changed everything for anime and more Dragon Ball franchise when he first turned Super Saiyan back into Frieza Saga. Since, Dragon Ball the series went out of its way to introduce more and more Super Saiyans Dragon Ball Super especially running with the concept.
Dragon Ball: Highest recorded power level of any Saiyan, officially ranked
Between the Dragon Ball Z anime, manga, guides, and movies, there are only a handful of recorded power levels in the Dragon Ball franchise.
There are now 15 since Tournament of Power Dragon Ball Super characters who can turn Super Saiyan – some stronger than others, of course. Although the majority Dragon Ball Saiyans now have unique forms like Ultra Instinct, Ultra Ego and Gohan Beast to keep up with the strongest gods and villains of the series, there will always be a place for Super Saiyan forms.

Teen Goten
As the youngest Super Saiyan in history (until Pan eventually unlocks the form once Dragon Ball Super returns), Goten has always been supremely powerful. In the Majin Buu Saga, he is even strong enough to rival Gohan in strength until his brother starts training again. Unfortunately, Goten never took his power seriously – something that the Peaceful World Saga in the End of Z makes very clear when we consider that Goku has to force him to participate in the 28th Tenkaichi Budokai.
According to Dragon Ball Super: Super HeroGoten reverted to the weakest Super Saiyan in the series. He is still strong enough to hold off Cell Max with the help of Trunks, but he prefers to use his powers to take on basic criminals rather than fight serious threats. He even forgot how to connect to events Super hero. This means he is strong enough to participate in a Super Saiyan Battle Royale Dragon Ball Super Chapter 103 (although it almost certainly goes down first).

Teenage suitcases
Trunks was a year older than Goten and was always slightly stronger than his rival and best friend. Goku even acknowledges this in the Majin Buu Saga when he tells Trunks to lower his power level so that Goten can actually fuse. According to time Dragon Ball Super: Super Hero Trunks seems to have dropped to about Goten's level, but it's safe to say he's still quite a bit stronger – if only because he fights more than Goten.
IN Dragon Ball Super Manga, Goten, and Trunks train on Android 17 Island by fighting the Cell Juniors, who managed to escape death in the Cell Games. This helps them stay strong towards the Dragon Ball Super: Super Herobut they are still weaker than both Gammas and can only marginally help Gohan during the fight with Cell Max.

Cabba
Cabba is one of the ten strongest fighters in Universe 6 and the first Saiyan from Planet Sadala to truly transform into a Super Saiyan. During the Tournament of Destroyers, Vegeta takes a liking to Cabba and teaches him how to transform into a Super Saiyan by forcing his new pupil to tap into his raw emotions. Cabba is incredibly powerful in his own right, but not quite as God-level as his fellow Saiyans.
Unfortunately for Cabba, Super Saiyan Blue Vegeta is able to defeat him effortlessly. Cabba has gotten stronger thanks to the Tournament of Power, but he still pales in comparison to his fellow Saiyans. His biggest contribution in the Universe Survival Saga is recruiting Caulifla and Kale, who he turns out to be many stronger Super Saiyans than himself.

Gotenks
It's hard to believe, but there was a time when Gotenks was actually one of the strongest characters Dragon Ball history. In the beginning Dragon Ball Z: Battle of GodsGotenks was the third strongest Z-Fighter after Vegito and Ultimate Gohan. Unfortunately, losing to Beerus pretty much ended his fighting career. Gotenks wasn't even brought in to fight Frieza's army Resurrection Fand was completely ignored for the Universe 7 roster in the Tournament of Power.
Gotenks last performance was in Dragon Ball Super: Super Herowhere Goten and Trunks failed their fusion and accidentally merged into a fat version of Gotenks. Sadly, the fat version of Gotenks can't turn Super Saiyan, but he still does some notable Cell Max damage. If Goten and Trunks did the fusion right, a true Super Saiyan Gotenks would be a valuable asset in the Super herothe last battle.

Goku Black
IN Dragon Ball Super anime, Goku Black completely skips Super Saiyan and unlocks Super Saiyan Rosé as soon as he gets enough Zenkai Boosts. The Dragon Ball Super the manga changes things up by having Goku Black first unlock a regular Super Saiyan and forcing him to earn Super Saiyan Rosé during his fight with Vegeta.
Super Saiyan Goku Black looks fantastic in terms of design, but isn't that powerful in the grand scheme of things. Vegeta can easily put SSJ Goku Black in his place. It's worth noting that Goku Black is significantly weaker in the manga than in the anime. When Dragon Ball Super anime is coming back, it will be interesting to see if the remake adapts Super Saiyan Goku Black or skips straight to SSR.

Caulifla
Dragon Ball he has no shortage of miracles, but the closest Universe 6 has to their own version of Goku, Caulifla, is on a whole other level. With minimal coaching from Cabbage, Caulifla is able to turn Super Saiyan like it's absolutely nothing.
During the Tournament of Power, she even managed to unlock Super Saiyan Grade 2 and straight up Super Saiyan 2 – a form that took Gohan nine months of direct training with Goku and raw emotional trauma. Super Saiyan 2 Caulifla was even strong enough to match Goku, albeit with some help from her partner Kale. Unfortunately, Caulifla isn't quite God level as she was forced to fuse with Kal just to have a chance against Super Saiyan God Goku.

Cabbage
Kale is a legendary Super Saiyan from Universe 6 and Broly's planet Sadala counterpart. Interestingly, this makes Kale the first canon Legendary Super Saiyan in Dragon Ball history. Kale's Super Saiyan form is ridiculously powerful and dangerous; she was even able to remove several universes by herself Dragon Ball Super manga.

Dragon Ball Super's power scaling means the series' forms are leagues stronger than anything seen in Dragon Ball Z, and they keep getting stronger.
IN Dragon Ball Super anime, Kale is even strong enough to deal serious damage against Super Saiyan Blue Goku, which is an amazing feat in itself. However, like Broly, Kale cannot control his transformation and weakens considerably when in a calmer state of mind. However, with some training, she could become the single strongest fighter in Universe 6.

A brush
A potarian fusion between Caulifla and Kale, Kefla is a very different character between the two Dragon Ball Super anime and manga in terms of power scaling. IN Dragon Ball Super Anime, Kefla is firmly on the upper end of the God spectrum and Goku breaks a sweat just to keep up. Kefla pushes Goku to turn the Ultra Instinct Sign a second time after fighting Jiren, and Goku wins by UI alone.
IN Dragon Ball Super manga, Kefla is significantly weaker and around the same level as Ultimate Gohan – which is still impressive, but nowhere near the God-level feats she performed in the anime. In the manga, Kefla and Gohan collide at the exact same time in a brawl that no one holds back.

Gohan
Gohan is currently the strongest Z-Fighter v Dragon Ball Superbut that's only when it comes to Gohan Beast. When it comes to his regular Super Saiyan form, Gohan still lags behind Saiyans like Vegeta, Goku, and Broly. Gohan was previously the strongest unfused character at the end Dragon Ball Zbut loses its place at the top of the pecking order v Battle of the Gods.
During Dragon Ball SuperGohan retreats as he stops training. Piccolo even needs to reteach him the basics before the manga version of the Tournament of Power so that Gohan can keep up. However, in the Moro Saga, Gohan is in much better shape and even Piccolo confirms it Dragon Ball Super: Super Hero that he works out on the side to stay in shape.

A weed
Vegeta has much more potential than Goku in terms of their respective power levels and doesn't have to train nearly as hard to catch up to his opponent. IN Dragon Ball Z: Battle of GodsVegeta's rage when Beerus slaps Bulma raises his Power Level so high that he manages to surpass Super Saiyan 3 Goku as a normal Super Saiyan 2.
While Vegeta sticks to Super Saiyan Blue Evolution and Ultra Ego as his main forms these days, he is still quite strong as a Super Saiyan. The main thing holding back Vegeta's SSJ compared to Goku is that Vegeta seemingly never mastered Full Power Super Saiyan and spent more time perfecting his God forms.
