Shanks is one of the strongest characters in the world One piece and a pirate who rules the New World as one of the four emperors. Unlike the vast majority of powerful characters in One piece world, Shanks has no Devil Fruit power. Instead, he relies purely on Haki, which makes him unique as far as Yonka go. In the current Yonko order, Shanks is the only one without a Devil Fruit.
Oda likened him to a Haki master, and he performed the most extensive Haki feats in the entire story so far. Specifically, Shanks is the master of Supreme King Hakiand his control over it has been compared even to Joy Boy. Shanks undoubtedly overpowered Haki, but there are few characters alive in the story right now that can rival his Haki output.
Dracula Mihawk
Shanks' old rival
Known as the strongest swordsman in the world One piece, Dracule Mihawk is a very powerful Haki user who has a deep relationship with the redheaded Shanks. Mihawk and Shanks have always been friendly, but their rivalry is so fierce that it reverberated throughout the Great Line in their younger days. They are said to have fought countless duels of an incredibly high level, and even legendary figures like Whitebeard knew of their battles in the past. Mihawk and Shanks have never settled their fights, suggesting that they are at least close in strength. Of course, Shanks was never really interested in becoming the world's greatest swordsman, which is why Mihawk holds that title right now. Overall, these two monsters will always be close in strength.
Since Mihawk doesn't even have a devil fruit, it goes without saying that he is an absolute monster when it comes to using Haki. It is a given for Mihawk to use all three types of Haki as well as having a significantly advanced mastery of Conqueror's Haki. While not on par with Shanks in terms of usage, Mihawk most certainly has a very refined Conqueror's Haki that sees him through. he also competes with the red-haired emperor.
Figarland shamrock
Shanks' twin
Shamrock Figarland is the older twin of Shanks. Both were born in God Valley in West Blue to an unknown woman with red hair. During the God Valley incident, Shamrock and Shanks were separated as the former was accidentally taken by the Roger Pirates. Shamrock grew up as a Sky Dragon, while Shanks grew up as a member of the Roger Pirates. However, when it comes to skill and talent, Shamrock and Shanks are believed to be neck and neck. This was confirmed in Elbaf's One Piece flashback when Shanks returned to the Holy Land of Marijoa. Clearly, Shamrock was already incredibly skilled at this point in the story, with the talent considered generational.
Shamrock rose to become the captain of the Holy Knights. He believes himself to be even more powerful than Loki and as such is one of the most powerful characters in the entire world. Shamrock doesn't seem to have devil fruit. Instead, it is his sword that ate the Cerberus devil fruit. Shamrock is an extremely powerful Haki user, due to his connection to the Sky Dragon and the fact that he is Shanks' brother with the same talent and skills. It goes without saying that Shamrock has an amazingly powerful Conqueror's Haki. While Oda has yet to display the full extent of his Conqueror's Haki, that moment is fast approaching as the final saga continues.
Monkey D. Garp
Sea hero
Known as the hero of the Marine Corps, Monkey D. Garp is one of the biggest Haki monsters in the entire series. Like Shanks, Garp does not rely on any Devil Fruit power. Instead, he uses his fists in combat, coating them with incredibly powerful Haki.
Garp is a user of all three types of Hakibut his specialty lies in Conqueror's Haki. His Haki is so great that even in his old age he was able to destroy the Blackbeard Pirates on Pirate Island by himself. In the God Valley 38 years ago, Garp showed a tremendous feat of Conqueror's Haki that was able to break through even the Domi Reversi'd Rocks D. Xebec's defenses, which is absolutely incredible. Garp's Haki matched Gol D. Roger's, putting him on par with Shanks when it comes to handling Conqueror Haki.
Loki
Cursed Prince
Loki is a character that was properly fleshed out in the Elbaf arc of One Piece, and Oda has already warned him that the scourge is so powerful that it can destroy the entire world. Loki has several powers up his sleeve. He has the legendary Devil Fruit Elbaf, which allows him to transform into a giant black dragon. He also has the legendary weapon of the land, known as Ragnir, which only deemed him fit to wield it. In addition to all of this, Loki also has tremendously powerful Haki. He has control over all three types and his overall Conqueror's Haki performance seems incredible.
It is not clear at what level Loki mastered his Conqueror's Haki 14 years ago he was apparently capable of causing serious damage to King Harald. In fact, it was with his Conqueror's Haki that Loki was able to kill Harald, surprising even the likes of Gaban and Shanks.

The secret ruler of the world
Of all the Haki users that currently exist in the One Piece world, Imu is most certainly one of the strongest. Imu is a remnant of the Void Century era that has managed to survive by being immortal. They have created a world government and have a subordinate force in the Holy Knights and the Five Elders. The Imu themselves are also incredibly strong, and aside from their greatly overpowered Devil Fruit ability, Imu also has tremendously powerful Haki.
Imu's Haki on God Valley was so strong that even the likes of Roger, Garp, and Rocks D. Xebec were surprised by the output. On Elbaf, Imu's Haki is once again shown to be tremendously powerful. While not on the same level as Joy Boy, Imu is easily one of the strongest Haki users in the One Piece world. Shanks' own Haki is comparable to Joy Boy's, which means it should also be comparable to Imu's.
