This is because as soon as you press the button, the stranger behind the desk will lean over and die, meaning the person who was supposed to give you the money is a random person who gets the short end of the stick.
Interestingly, if you go behind the table and actually look into the “dead” alien's face, you will see that his eyes are actually blinking, indicating that he is most likely alive. You can use your Gatlians to shoot this NPC, but no matter how many bullets you put into his skull, he will continue to play dead so he doesn't have to give you ten million pesos. There is no way to get money.
The next time you return to this location, the alien and his red button will be gone.
