How To Unlock National Pokedex In Pokemon FireRed & LeafGreen
IN Pokemon FireRed and LeafGreenThe National Pokedex is unlocked when you talk to Professor Oak in Pallet Town after the game after you've caught 60 or more different types of Pokemon.
There are three requirements to unlock the National Pokedex:

Defeat the Elite Four and the Champion to join your Pokemon team Hall of Fame.

Capture at least 60 different types of pokemon.

Visit One island (Sevii Islands).
After you become the champion by defeating your opponent after the Elite Four, Professor Oak will take you back to Pallet Town and check the progress of your Pokedex.
If you've caught 60 or more Pokemon and visited the Sevii Islands, it will instantly upgrade your and your opponent's Pokedex to the National Dex.
If you haven't completed the requirements yet, you'll need to go back to him after you do and talk to him again to unlock the National Dex.
What does National Dex do?
Getting the National Dex opens the door to some exclusive late-game activities Pokemon FireRed and LeafGreen.

After getting the National Dex, your Gen 1 Pokemon can evolve into their Gen 2 evolutions (if they have one) like Golbat to Crobat, Scyther to Scizor and Slowbro to Slowking.

After you get National Dex and Rainbow Pass you can use Aurora ticket and Mystic ticket fight and capture Ho-Oh, Lugia and Deoxys.
