Since the God of War Elbaf was strong enough to match the likes of Nika, it makes perfect sense that they would be stronger than the current version of Luffy. Of course, Luffy could reach these levels in the future, but for now, he is definitely weaker than Elbaf's Warrior God.

Joy Boy awakened his Devil Fruit, meaning that, like Luffy, he had access to the power of Gear 5. With this power, he went up against many powerful individuals, including Imu, and dealt them devastating blows. Joy Boy was much stronger than Luffy right now, and it was clear from the fact that his Haki was on a completely different level.

Joy Boy's Haki was so powerful that it was able to completely nullify the abilities of the Five Elders and even caused Ima a huge amount of pain in the Egghead arc. A comparison between Joy Boy and Luffy as such wouldn't even be fair because the latter has absolutely no chance. Joy Boy was easily one of the strongest Mythical Zoan users in the One Piece world, surpassing Luffy by a mile.

Imu has the power of the Mythical Zoan Devil Fruit, which has yet to be named, but it is a confirmed fact that Imu has the Devil Fruit ability. This can be proven by the fact that Imu can transform into some kind of mythical entity with giant wings and a pointed tail. Imu also possesses the powers of a demon himself, given that they can turn anyone into a demonic slave. Any mythical power of Imu is directly related to the demons of the One Piece world.
Right now it can be said that Imu is much stronger than Luffy. While Luffy is certainly powerful, especially with Nika's power, Imu is on a whole other level. They have the power to steal the life of others and make them their loyal slaves, and what's more, make contracts with others and turn them into potential vessels for themselves. To top it all off, Imu is also immortal and has regenerative powers as well. All things considered, Imu is definitely a strong Mythical Zoan user who is above Luffy for now.
