You can't take the elevator to James Stevenson's apartment in High on Life 2, so you'll have to take the long way around.
High on Life 2 Liquid Nights: How to get in
As long as you have obtained Bowie by progressing enough in the main game, you have everything you need to enter the club. if not play the main story until you get Bowie: this happens when you can choose your second set of two rewards. To speed things up, choose the James Stevenson reward rather than dinner with mom if you have a choice.
First, go to the Liquid Nights icon on the far south side of the map until you get to someone promoting the club and its offers. Just behind it are some large neon purple signs above the door with a purple orb between them.
you have to use Bowie's Trick Shot on this purple orb to gain entrance to the club. Once you use his ability while aiming at the orb, time will slow down as you aim and shoot your regular arrows through it. Shoot the floating red symbol that appears inside the Soul Hole and the door to the club's exterior will open.
However, you won't be in the club yet. This will only get you to the area immediately outside the club entrance and it's full of Good Guys who will attack you. But there are only a few of them, so it's not too difficult. Once you're done with them, the bouncer will let you into Liquid Nights.
If you explore the club, you'll probably find some Lugloxes that you can use Knifes on, for some extra money, but the key thing you're looking for here is one of the three Ball Guys you need to make the BALL Gun High on Life 2. You can try to pick him up by standing to the right as you enter, crossing the main dance floor and interacting with him in his cage right in front of the DJ.
