The power of Admirals and Yonks has often been compared in One piece world and it is clear that both are great powers. The latest arc One piececalled Elbaf, sheds more light on this dynamic and confirms once and for all that Admirals are inferior to Yonko. Despite being the military powerhouse of the World Government, the Admirals still can't defeat the Yonko for many reasons, and Rocks D. Xebca's character confirmed this once and for all in the story.

One Piece has a lot of powerful female characters, but only a handful of them are Yonko level.
As The New Arc shows, the Emperors are the greatest power on the seas
One Piece's The Elbaf arc took fans 109 years into the past as it focused on the life of King Harald, the greatest king of Elbaf. In doing so, it also shed some light on Rocks D. Xebke, one of the most important characters in the history of the story. This arc allowed fans to see the full rise and fall of Rocks D. Xebec, the man who led the famous Rocks Pirates. Rocks fell on God Valley 38 years ago, but before the Rocks Pirates fell, he was already incredibly infamous.
56 years ago, he single-handedly attacked Reverie and basically easily killed the naval admiral during that massive rally. This was shocking to fans, as Rocks seemed to be mostly fine after killing the Admiral, and he did it incredibly quickly, suggesting that his overall power level was much higher than the Admiral's. After that he even faced the same against King Harald and it was really shocking to see how hard he managed to escape despite having the strongest military forces of the navy stationed nearby. Since Yonko didn't exist back then and the current era of pirates is on a similar level, it's clear that Yonkos are better.

Oda set up the Marine Corps' strongest command to fail
Admirals are incredibly powerful and there is no denying that fact. They possess two powerful types of Haki and incredibly overpowered the Devil Fruits. But Oda had already set them up for failure when they sided with the World Government. The Admirals are all slaves to the Celestial Dragons and follow their orders without question. They are strong but at the end of the day they are not free and freedom is where the real power lies in the world One piece.
This explains why people like Rocks can simply attack Marijo and destroy the admirals. It also explains why the mere presence of the red-haired Shanks sent Aramaki shivers down his spine and made him retreat, and why the presence of Kaido prevented Aramaki from even looking at Wan. Admirals are strong, but Yonks are absolute monsters, and Oda proved that in the Elbaf Arc.
Why Admirals Never Get Supreme King Haki
Another big reason why admirals will never be among the true elite of the One Piece world is because they don't have Conqueror's Haki and most likely will never have that power. Admirals are puppets of the World Government, and those who quietly follow orders without thinking for themselves are usually no match for a king. Since Supreme King Haki is one of the greatest weapons in the One Piece world, it takes a lot out of the Admirals because they don't have that power. As such, they will never match a Yonko, with a few exceptions.

The only marines to show Conqueror's Haki are Garp and Sengoku, and both are leaders in different ways. For example, Garp has his own code of justice and even turned down a promotion to admiral because he wanted to keep his freedom, which explains why he has Conqueror's Haki. Similarly, Sengoku rose to the top and led the navy as a fleet admiral, which gives him more freedom in how he operates, along the same lines of thought.

Akainu will most likely have Conqueror's Haki and as such will be on par with the Emperors, but all the other admirals below him will certainly not be as strong as him.
Judging Issho, Aramaki and Borsalino's overall power level
Admirals overall power levels are very high, but not Yonko level. For example, Aramaki has already made it clear that he fears people like Kaido and was beaten into submission by Shanks without being anywhere near Wano. Kizaru was fighting against a weak version of Luffy who wasn't even going all out and was still effortlessly paralyzed by him.
Meanwhile, Fujitora is incredibly admirable and probably the strongest of the three, but he also lacks what it takes to be a Yonko-level threat. They certainly go far in the story, but they can't compete with the threat posed by the menacing pirates who rule the New World.
