In the third act Tides of Tomorrowyou will revisit several locations, including the main base. When you first visited here, you had to distribute Ozen to the people who live there.
This time you're there to find Mereid Eggs that can help develop a cure for Plasthemia, so your job is even more important on this occasion. To do this, you need to get to Eyla's apartment, use her submarine and find the Mereid nest. Here's a tutorial explaining how to do it all.
Go to the Elevator

Use the Elevator
What do you do next to get to Eylin's apartment it depends on what scenario the game offered you. Here is an explanation of both:
Kass fixes the elevator route
If Kass is fixing the elevator, this first bit is much less complicated.
There is some easy-to-grab Ozen to pick up before entering the elevator. Climb the ladder to the left of the elevator and go through the grate in front of you. This will take you to a small area with another ladder. Climb it and pull the lever to remove the steam below. Then go through the grate that the steam was blocking to find a box with some Ozen.
You just have to enter the elevator and pull the lever up. It doesn't make it all the way when it stops. That's why you have to climb out of it before turning around and climbing onto it to reach the next level.
No way Kass
If Kass is not at the elevator, take the ladder to the left of the elevator shaft.
To get some Ozen, go through the grate at the top of the ladder. This will take you to a small area with another ladder. Climb it and pull the lever to remove the steam below. Then go through the grate that the steam was blocking to find a box with some Ozen.
Go up the stairs to find the three big boxes you need to use to get to the container. So, place one next to the container and the other on top. Then, place the last box next to them. Use them all to climb up.
Finally, climb the ladder and go to the elevator. Jump in and pull the switch go up.
Get to Eyla's apartment
No matter what path you were forced to take, you eventually are ends up in a light gray corridor. Go through it first crouching under the wooden panels to enter the old apartment.
This isn't Eyla's place, but they are some eggs you collect on the left side as you enter. After collecting them, go through the rest of the apartment to go outside to find the door to Eylin's apartment.
How to enter Eyla's apartment

From Eyla's door, turn left and go around the ladder until you reach a small area which you can enter.
After arching, go through the grate and slip into Eyla's apartment.
Depending on your scenario Eyla will either be there or not.
if there is talk to her. If not, let Kass in and use your visions to see what happened to her.
If Eyla is there, you can give her some Ozen if you want.
Enter the submarine
If you're with Eyla right now, you can miss the back door with her to get to her submarine. Enter it and go into the water.
If you're with Kass instead, you must exit the back door and watch the visions to find out where Eyla went. Then head left with Kass and reach the next elevator. Take it down with Kass. Below you will find Eyla and her sub. After some conversation you can enter it.
At this point, you can give Eyle some Ozen.
Reach Mereid's nest
Both scenarios will guide you dive underwater in a submarine to search for the Mereid Nest. To achieve this, you you must either follow Mereid or use your visions to follow the last Tidewalker.
