There are two ways a person can gain power One piece. The first is obtaining the devil fruit and the second is honing their Haki to the point where nothing can stand against their power. There are strong individuals who have these two powers and have conquered everything the world has thrown at them. Some of these individuals have so much power that even without their Devil Fruit, they are strong enough to take down anyone in front of them.

Whitebeard

Whitebeard needs no introduction as he once held the title of World's Strongest Man. He possesses all three types of Haki and could use advanced weaponry and Conqueror's Haki at the highest level. This made him rival Roger, Garp and Rocks in strength. Additionally, his Haki grew even stronger when it reached its peak when the Rocks Pirates disbanded.

Boa Hancock

Hancock is one of the few female characters who ranks among the strongest characters in the series. She is the captain of the Kuja Pirates and is a phenomenal Haki user. With him, she was able to single-handedly defeat the members of the Blackbeard Pirates.

When it comes to brute force, all fans always think of Kaido. He left an impression that is hard to forget. Much of Kaido's power comes from his Haki, which he has honed over many years of battle. Monkey D. Luffy

Even without his fruit, he can defeat the vast majority of individuals in One Piece.

Shiki is often overlooked when it comes to strength, as seen in his appearance in Strong World where he was defeated by Luffy some time ago. But tradition says otherwise, for he rivaled Roger and Whitebeard in strength. He fought Garp and Sengoku alone without any help, destroying half of Marineford. His actions paint him as a legend of an old era and a monster who stood right next to the most powerful pirates of his time.

King was the first member of the Beasts Pirates and was a powerful commander who gave Zoro a tough fight. He owns a great Devil Fruit called Ryu Ryu no Mi, Model: Pteranodon, but he doesn't rely on it that much. During his fight against Zoro, he used his pure swordsmanship skills and his insane durability to make it difficult for Zoro to defeat him. He is a truly phenomenal fighter who can easily thrive in the world without his Devil Fruit.

From a young age, Big Mom was considered a monster who had the potential to become a fleet admiral. Her strength and endurance allowed her to destroy several giants during her rampage at the age of 6. This was all before she got her devil fruit. Even if she didn't have her Devil Fruit, her Conqueror Haki, and her insane durability that acts like an iron balloon, she would make sure to defeat any other doe that dares to challenge her.
