Eiichiro Oda's, from god-level monsters to legendary pirates and vicious marines One piece contains roughly a billion powerful characters that can single-handedly destroy islands. Due to the popularity of the manga and anime, none of the canon characters could be labeled as unknown, and the same can be said for the film's “filler” villains. However, One piece games are an exception, as the franchise has never fully established itself in the medium to the extent that e.g. Dragon Ball or Naruto.
Make no mistake, some of the most broken One piece characters are hidden in Japanese exclusive games and somewhat popular RPGs. If a fan doesn't delve deep into the many side quests in the Straw Hats video games, they'll miss out on encountering some monstrous pirates and marines that are stronger than many of the main antagonists.
I'll just include One piece characters from the games. I know many people have heard of these characters, but compared to manga, anime and even movies, they are still special.

The first 18 One piece the games were not released in North America and only two of them were released in Europe. While most of them don't need to play any fantasy, these adventures have earned their moment to shine outside of Japan because some of them are pretty good. One Piece: Great Hidden Treasure of the Nanatsu Islands serves as a prime example of a solid GBA RPG that tells a brand new story, offers decent grid-based combat, and an art style that really suits the series.

Since the crew includes both Chopper and Vivi, Nanatsu Islands It probably takes place just before Arabasta, and its main villain, Simon, seems to be about as powerful as Crocodile. Like a warrior, he uses the Logia fruit to dominate the island, its inhabitants, and its crew. in this case he can turn his body into paper, allowing him to fly or create a razor-sharp storm. While not quite as godlike as Enel, Simon was far more powerful than any pre-crocodile villain the Straw Hats faced.
Technically, Shushibaruba is the strongest enemy The great hidden treasure of the Nanatsu Islands. The monster serves as the final boss and can absorb Devil Fruit users. I went with Simon because Shushibaruba barely feels like a character and gets his power by absorbing the villain.

According to time Seeker of the world came out One piece games routinely got global releases, making them very accessible… however, the franchise wasn't exactly synonymous with quality titles, and this particular open game didn't help matters by garnering more criticism than praise. Simply being associated with a less-than-stellar project will kill the original characters and ensure that no one but true diehards will give them a chance to show what they're made of.
I enjoyed myself Seeker of the world more than most and its story may be its best part. The Straw Hats end up on a prison island ruled by Isaac, a warden who relies on science rather than the power of devil fruit. Indeed, one of the strongest One piece the game's characters never ate devil fruit, instead using World Government military cybernetics and cutting-edge weaponry to dominate with an iron grip (and fear).
Armed with two battle suits that come with Seastone hands that neutralize Devil Fruit users, Isaac relies on his intelligence, resources and tactics guarantee victory before you ever strike. He is also incredibly patient as he builds and follows a 10-year plan to get revenge on the World Government.

One piece loves its tragic villains with sympathetic backstories that drive them to unforgivable acts in the name of revenge. Seeker of the worldIsaac very much fits that mold, but Odyssey'with Adio Suerte is an even better example. The last remaining member of the Wandering Clan, Adio, was betrayed by his friend and sold to the World Government, only to escape and seek revenge across the globe. When the marines chased Adio, they gave him an extremely high reward that was only surpassed by emperors and people like Luffy.

One Piece: Every known devil fruit without a user
Although Devil Fruits are the most common aspect of One Piece's power-up system, there are a few that exist without the user.
Even before reaching his full potential in the finale, Adi's Gaba Gaba no Mi already makes him a force to be reckoned with as he summons massive gauntlets that allow him to manipulate inanimate objects while also turning him into a powerhouse. Towards the end of the game, Adio gains control of an absurdly powerful weapon, the Divine Breath, capable of destroying Buster Call, and puts it to good use. Not only does he take on all the Straw Hats, but he fights to a stalemate against Gear 4 Luffy…honestly, he's probably winning the fight.
Although the exact point is not known, On Piece Odyssey It appears to take place right before The Whole Cake Island arc. So straw hats are very, very strong.

Unsurprisingly, villains tend to be the strongest new characters in anime games because they need to feel like a real threat to the heroes. However, the game occasionally throws out NPCs who boast incredible power that almost certainly wouldn't fly in the canon story and One Piece Odyssey's Lim defines all logic. Although she is not much of a fighter, she can drain someone's power, techniques, and Haki by touching them, turning these stolen powers into memory cubes.
as far as i can tell Lim herself has this ability and is not a Devil Fruit user.
In terms of gameplay, Lim acts as a plot device to return the Straw Hats endgame to level 1, allowing players to gradually regain their glory as the story progresses. A fairly straightforward mechanic that a lot of RPG sequels rely on; however, in context One piece universe, Lim may be the scariest character in the entire series. Regardless of the target's power, it just takes everything.
Lim is not the only one One Piece Odyssey a character that doesn't make sense, but is definitely the most fundamentally broken.

Red the Aloof basically represents one of the few game villains designed by Eiichiro Oda One pieceversion of Dracula, albeit a million times stronger than Bram Stoker's legendary vampire. Possessing the mythical Zoan Devil Fruit, Patrick Redfield can transform into a vampire, allowing him to escape, manipulate shadows, and drain the life force of his targets. When he first meets the post-timeskip Straw Hat, he defeats the Big Three with one punch and is decades removed from his physical prime.
Even though we don't see these moments, Red was apparently just as strong as Gol D. Roger and Whitebeard at their peak… wait, there's more! He matched them despite not having a crew. Yeah, he was absurdly powerful and even Luffy didn't even beat him. Instead, he becomes somewhat aware that his pursuit of power comes at the cost of the one friendship he cares about most, so he simply stops.
