Luffy has reached unprecedented heights One Piece's Final Saga, who recently became the sea emperor. He recently awakened the power of Hito Hito no Mi, Model: Nika, and through this he gained access to Gear 5, which he believes to be his pinnacle. As a Yonko, Luffy is incredibly strong, able to fight even against elites One piece the world and defeat them in battle.

Of course, Luffy had to come a long way to reach this level and had already overcome a lot of powerful individuals along the way. They are powerful individuals who were once levels above him, but now find themselves below him in terms of power, influence, and almost everything else in One piece world.

Kuzan

• Affiliation: Blackbeard Pirates

• Bounty: At least 3 billion

• Devil Fruit: Hie Hie no Mi

• Haki: Armor Color, Observation Color

Former Marine Admiral Kuzan is currently the 10th Captain of the Blackbeard Pirates. He was once an enemy of Luffy and the Straw Pirates and clashed with the crew on the Long Ring Long Land.

As expected, he completely destroyed the crew on the island that day, and in his fight against Luffy, he was the one who came out victorious. Kuzan also joined the fight against Luffy in the Paramount War and was stronger then. Right now though, he isn't strong enough to defeat Luffy or even match him in a fight. He doesn't have Conqueror's Haki and that's a major minus.

Borsalino

Barcelino was the man partially responsible for destroying the Straw Hat Pirates in the Sabaody Archipelago. Back then, he was much stronger than every single member of the group combined. However, right now he is not strong enough to defeat Luffy in a fight.

While he can somewhat compete with him in a complicated battle, he doesn't have the power to defeat Luffy. Luffy has surpassed him ever since he awakened the power of Gear 5 and the Conqueror's Haki Infusion, and that is clear to the fans.

Dracula Mihawk

The World's Strongest Swordsman Mihawk is quite a powerful individual that not many people can face in battle and defeat. At one point in the series, Mihawk was massively stronger than Luffy and fought against him in the Paramount War, trying his best to kill him.

He was much stronger than Luffy back then. But now the tables have turned. Luffy is stronger than Mihawk at this point and has already surpassed him in every aspect of battle and authority.

Sakazuki

Fleet Admiral Sakazuki is certainly one of the most powerful individuals in the One Piece world. He has the power of Magu Magu no Mi, a Logia-type Devil Fruit that allows him to transform into magma as well as produce and manipulate it at will. He also has great control over Haki, as was evident from his appearance in the Paramount War.

Sakazuki is certainly very strong and fans have seen his incredible displays of strength on many occasions. However, he was already surpassed by Luffy, thanks to Gear 5, and the overwhelmingly powerful Haki. Sakazuki can certainly hold his own in a battle against Luffy; however, it's clear that Luffy would beat him now.

Rayleigh

• Affiliation: Roger Pirates

• Devil Fruit: None

• Haki: Armor Color, Observation Color, High King Color

Dark King Rayleigh is a monstrously powerful individual, even in his old age. He was the right-hand man of the former Pirate King Gol D. Roger and an incredible user of all three types of Haki.

Rayleigh is quite strong and was still stronger than Luffy until recently. However, since the climax of the Wano Country arc, Rayleigh is no longer a match for Luffy. Luffy had long surpassed him in combat, and the difference between them would only grow.

Big Mom

• Reward: 4.388 billion berries

• Devil Fruit: Soru Soru no Mi

• Haki: Armor Color, Observation Color, High King Color

A former Yonko of the Sea, Big Mom is one of the most powerful individuals in the One Piece world. Big Mom was an emperor herself and was leagues above Luffy during the Whole Cake Island arc and even the vast majority of the Wano arc.

However, once Luffy awakened his Devil Fruit and unlocked the power of Gear 5, along with gaining the ability to infuse Conqueror's Haki, he not only matched Big Mom, but was able to surpass her in battle. Luffy eventually wrested both Big Mom and Kaido from their thrones in Wano and became Emperor himself.

Kaido

• Haki: Armor Color, Observation Color, High King Color

Luffy fought Kaido in the Wano Country arc, and even though he ended up losing to him three times, he still won in the end. His victory only came after he nearly died awakening the power of Hito Hito no Mi, Model: Nika.

Luffy managed to combine this amazing free fighting power with his amazing Haki, which he mastered at an advanced level. These things were too much for Kaid to face and he ended up losing the battle. Luffy surpassed Kaido towards the end of the Wano arc, and the difference in their power only grew from then on.

Kozuki Oden

The legendary samurai of Wan, Kozuki Oden, was one of the few individuals Kaido believed possessed legendary power. In fact, before Luffy, he was the only one who could kill Kaido, and that just goes to show how incredible his power was.

Oden had great control over all three types of Haki, and that alone made him a powerful individual. Luffy surpassed Oden towards the end of the Wano Country arc when he finally defeated Kaido, thanks to the awakening of Hito Hito no Mi, Model: Nika.
