Luffy is too fast for Konan
Konan has one of the most devastating ninjutsu Naruto universe. With her Paper Person of God technique, Konan also overpowered Obita Uchiha with 600 billion explosive paper tags, forcing him to use Izanagi to survive. This powerful technique takes a long time to prepare, but Konan doesn't necessarily have to use it all the time to overwhelm his enemies.
While Konan has fearsome paper ninjutsu that usually gives her more win conditions than her opponents, Luffy can outmaneuver Konan with just his speed. Combined with his Observation Haki, Luffy can stay one step ahead of Konan. Unfortunately, Konan would drain her chakra before she could weaken Luffy in a cross match.

Kisame Hoshigaki has one chance to defeat Luffy
A fight between Kisame and Luffy would be an intense test of whether Kisame Samehada and his mastery of Water Release could overcome Luffy's above average speed, Haki and Gear forms. As fans know, Kisame can easily flood the battlefield and swim and breathe underwater, similar to many of the fish men who once faced Luffy One piece.
It goes without saying that Kisame is a tough counter to Luffy, who is especially weak against water. Most likely, Kisame would try to trap Luffy with his Water Prison Technique to weaken him and prevent him from fighting effectively. Of course, that's only if Kisame can match Luffy's speed. If he failed to catch Luffy, he would not hesitate to end the fight as soon as possible.

Hidan would never complete his ritual against Luffy
Killing Hidan is not an easy task Naruto. Thanks to its almost immortal body, it can survive even the cruelest dismemberment or beheading. Since Hidan's body is immune to conventional physical damage, the most effective way for Luffy to defeat him would be to hold him until he succumbs to starvation or malnutrition.
Additionally, Hidan's signature ritual gives him the ability to mirror any damage he takes onto his target. Against Luffy, his attempts to draw blood would prove incredibly difficult, not only because of Luffy's superior speed, but also because his future vision would allow him to avoid Hidan's attacks before they could connect.

Luffy would stay one step ahead of Danzo
Many fans would agree that Danzo is one of the most famous ninjas Narutobut for all the wrong reasons. His ambitions to become Hokage drove him to countless unforgivable acts that still outrage fans to this day. From inciting the Uchiha massacre and creating Root to stealing several Sharingans, Danzo is worthy of his title as Shinobi of Darkness.
Unfortunately for Danzo, no matter how ruthless or evil he is, he eventually succumbs to the forces of good. Plus, his lives wouldn't be enough to survive Luffy, whose Future Sight would make it nearly impossible for Danzo to land a decisive hit. Worse, Danzo doesn't have the best ninjutsu arsenal aside from Izanagi and Kotoamatsukami, which would make it easy for Luffy to take him and rely on Haki and his Gears.

Orochimaru wouldn't survive Luffy's strongest punch
As one of the legendary Sannin, Orochimaru is certainly a difficult opponent. He often fights dirty, relying on deception and clever tactics to ensure victory without fail. When he's on the losing end of a match, he simply runs away and eventually comes back with another plan that gives him an unfair advantage.
While Orochimaru may have a greater fighting intellect than Luffy, the latter wouldn't need to play mind games to overpower him. At his level, Luffy could easily fly through Orochimaru and hit him with the powerful Bajrang Gun before he could even react. Plus, Luffy wouldn't give Orochimaru enough time to use ninjutsu or summon the dead.

Gaara's sand wouldn't stop Luffy's strongest attacks
Gaara is undoubtedly one of the most powerful Kage, second only to Naruto Uzumaki. He continues to lead and protect the Hidden Sand Village using advanced sand-based ninjutsu, taking on otherworldly threats such as Shinju clones with his children and the rest of the Kage, even without Shukaku within him.
While Gaara remains a dangerous ninja, especially in the desert, Luffy has more power than his sand can handle. Not only does Luffy have the experience of several battles against an opponent specialized in sand manipulation, but his Gear 5 transformation would have more than enough power and speed to bypass Gaara's defenses.

Luffy would beat Nagato without changing his mind
The Six Paths of Pain are among the most dangerous groups of antagonists in anime. Each path has a unique and devastating ability, yet all six fight with a shared vision and flawless coordination. Together they boast some of the most impressive performances Narutoincluding leveling Konoha, killing several of Naruto's strongest allies, and defeating Jiraiya long before the Fourth Great Ninja War.
However, if they were to fight Luffy at the same time, the result would still be in the Straw Hat captain's favor. His Gear 5 alone would give him reality warping abilities, while his Future Sight would make him incredibly difficult to hit, allowing him to dodge even Six Paths' coordinated attacks. First of all, Luffy wouldn't have to argue with Nagato to defeat him.
