You won't be able to use the old coins during the first chapter of the game, so just ignore them at first and continue the main story. After starting Chapter 2, complete the following main story battles:

Suppression of Jing Province
Suppression of Liang Province

After completing these three main battles, you will return to Ji City and meet a man named Sima Hui.
