Rock Lee
Rock Lee became one of Naruto's closest friends, but Naruto wasn't a fan when they first met. This encounter took place before the start of the Chunin Exams and resulted in Naruto challenging Lee to a fight. Naruto didn't like Lee so brazenly challenging Sasuke to a duel and was jealous because Lee admitted he liked Sakura. Unfortunately, Naruto didn't last long. In fact, he was defeated very easily.
Lee may not be able to use ninjutsu or genjutsu, but he has mastered taijutsu, including the Eight Gates, which is one of the Narutomost unique abilities. However, he didn't need to use any of the Inner Gates against Naruto. Lee simply pushed Naruto's strike aside with his fingers and hit him with a Leaf Whirlwind leg that sent him comically spinning into the wall. Fortunately, Naruto's taijutsu improved as the series continued.

Tsunade
Tsunade is one of the three legendary Sanin in the Leaf Village. When Naruto first met her, she was still considered the strongest medical ninja in the world. She has a powerful life force and great superhuman strength, and has mastered mitotic regeneration, making her essentially immortal during combat. Tsunade became the 5th Hokage after meeting Naruto, but before becoming one of them Naruto the legendary Kage of the franchise, she had a cynical and irreverent view of her predecessors and their victims.
Naruto didn't like her attitude and challenged her to a fight. Tsunade agreed and vowed to fight Naruto with one finger. She easily dodged Naruto's attacks and sent him flying with a flick of her forehead. Naruto tried to beat her with the Rasengan, but Tsunade ended the fight by slamming her finger into the ground. This caused the Rasengan to flinch and Naruto was stuck in the crack her finger had made.

Kakashi Hatake
Kakashi was considered a generational prodigy, which explains why he became a Jonin when he was only 12 years old. There are very few anime sensei that rival Kakashi as he personally trained Naruto, Sasuke and Sakura all of whom became Kage level shinobi. He also became the 6th Hokage shortly after the Fourth Great Ninja War, and although he no longer had his Sharingan, his power continued to grow to the point where he could fight the other Kage.
Kakashi dealt Naruto his first and probably most embarrassing defeat during the bell test. Naruto lunged wildly at Kakashi who was reading Make-out paradise at that time. Kakashi easily blocked Naruto's strike and dodged a kick before appearing behind Naruto and hitting him with the Thousand Years of Death technique. Naruto then tried to overpower Kakashi with the Shadow Clones, but Kakashi forced Naruto to attack alone instead. The fight officially ended with Naruto getting trapped in comical fashion.

Orochimaru
As one of the legendary Sannin, Orochimaru is one of the strongest ninjas in history. He was one of the few characters from the Leaf Village who was strong enough to become Hokage. When Naruto first met him, Orochimaru pretended to be a Genin from the Hidden Grass Village and they briefly clashed in the Forest of Death during the second phase of the Chunin Exams. At that time, Naruto had just begun to access the Nine Tailed Fox's chakra.
Naruto used the power of the Tailed Beast to punch one of Orochimaru's giant snakes and then stopped him from attacking Sasuke with a pair of Kunai. While holding the snake back, Orochimaru wrapped his tongue around Naruto and pulled him closer. Orochimaru then used the five-pronged seal to seal the power of the Nine-Tails, knocking Naruto out immediately. Naruto was thrown immediately after and would have died in the fall if Sakura hadn't saved him.

Sasuke Uchiha
Naruto and Sasuke are like brothers, but they also had one of the greatest anime rivalries of all time. They fought several times throughout the series and these fights usually ended in a draw, but their first battle in the Final Valley saw Sasuke come out on top. This was easily the best fight before the timeskip and ended with a clash between Sasuke's level 2 Curse Mark empowered Chidori and Naruto's Rasengan enhanced by the Nine-Tails.
Naruto chose to strike Sasuke's headband instead, not wanting to kill him, while Sasuke negated the Chidori in time to spare Naruto's life. Still, Naruto set out. Sasuke has become a godlike ninja who can single-handedly defeat threats as powerful as Kaguya Otsutsuki. With the Eternal Mangekyo Sharingan, Susanoo, and Rinnegan, Sasuke can destroy all of the Tailed Beasts and the previous Five Kage at once if he wants to.

Pain
Nagato, otherwise known as Pain, was the leader of the Akatsuki and personally destroyed the Hidden Leaf Village in search of Naruto and the Nine-Tails. Pain mastered the Rinnegan and all six of its Paths, making him the most powerful shinobi outside of the Five Great Nations. As a result, Pain could summon powerful animals, absorb ninjustu, manifest advanced weapons, manipulate souls, control life and death, and control gravitational forces. Nagato divided these powers among six bodies that all shared the field of vision.
Naruto defeated five of Pain's bodies with Sage Mode, Rasenshuriken and Rasengan while Asura Path was shattered into pieces with a single blow. The Deva path proved to be the most problematic as it used Omnipotent Push and Universal Pull to finally pin Naruto to the ground, defeated. If Pain hadn't hurt Hinata in front of Naruto, Naruto probably wouldn't have unleashed the power of the Nine-Tails and freed himself. It is true that Naruto went on to defeat Pain, but their first fight ended in Naruto's loss.

Madara Uchiha
Madara is arguably the strongest Uchiha in history and could probably defeat both Naruto and Sasuke during the Fourth Great Ninja War with his Six Paths Ten-Tails Jinchuriki form, which is one of the strongest transformations in Naruto. He was stronger than the Five Kage and wiped out thousands of shinobi with a single jutsu during the war. Only Hashirama Senju, the legendary ninja god, was strong enough to defeat him.
Madara never fought Naruto one on one which was probably for the best as Naruto probably wouldn't stand a chance against a Sunsanoo user like Madara who also mastered the Rinnegan and Wood Release. Madara faced Naruto and the nine Tailed Beasts alone and successfully sealed the Tailed Beasts in the Gedo Statue. Naruto was instantly knocked out when the Nine-Tails was removed from his body and would have died if Sakura hadn't kept him alive with her medical ninjutsu.

Momoshiki Otsutsuki
Momoshiki is part of the main family of the Otsutsuki clan and his plan was to use the Nine-Tails' chakra to create a new chakra fruit since Kaguya failed. Unlike Kaguya, Momoshiki was a very skilled taijutsu user who was able to fight an adult Naruto and Sasuke for a short time before being overpowered.
Momoshiki possessed the Byakugan, which allowed him to strike at a person's chakra points while benefiting from a nearly 360° field of vision. The Rinnegan in his hands gave him the ability to absorb, enhance, and unleash powerful ninjustu attacks. If left unchallenged, these attacks could destroy an entire village. Naruto was strong enough to defeat the Momoshiki base one on one, but allowed himself to be defeated and captured to protect his son and reduce collateral damage to the Leaf Village. Maybe it was intentional, but a loss is still a loss.

Jigen
As its leader, Jigen was Kara's most powerful member, but he was much more than an ordinary monk. He was actually the temporary vessel of Isshiki Otsutsuki, Kaguya's former partner. Naruto was the 7th Hokage when Jigen showed up in the village looking for Kawaki and it was clear from the start that Naruto was weaker.
Naruto fought Jigen in another dimension with Sasuke and they were easily overpowered. Jigen brought out dozens of Naruto's shadow clones, all using the Nine Tails Chakra Mode. Turning serious, Jigen destroyed Sasuke's complete Susanoo with a single kick. Not only did Jigen dodge all of Naruto's attacks in Tailed Beast Mode, but he destroyed the transformation as easily as Sasuke's Susanoo.
