The ability to fly is something only a handful of Devil Fruits in the world provide One piece. During the Arabasta arc of the series, Eiichiro Oda mentioned that there are only five Devil Fruits that grant the ability to fly. It is later revealed that Oda scrapped the whole idea by revealing many Devil Fruits with flight abilities. Generally, these Devil Fruits fall into the Zoan category, but there are exceptions.

Loki's Ryu Ryu no Mi, Model: Nidhoggr is one of the latest Devil Fruits to be revealed in One piece. Based on the western dragon from Norse mythology, this devil spawn allows Loki to transform into Nidhoggra with great wings and a body so huge it can cast shadows over the entire land.
Loki's dragon wings allow him to fly, as seen in the Elbaf arc, along with other powerful abilities. His hybrid form has yet to be revealed, but it should also feature large wings that allow him to fly.

Uo Uo no Mi, Model: Seiryu was one of the highlights of the Yonko saga, with the reveal in chapter 921 of the manga. This devil fruit was eaten by the beast king Kaido and allows him to transform into an azure eastern dragon.
While the Kaido dragon does not have wings unlike its western counterpart, this devil spawn can still fly as a cloud creature. This Devil Fruit is also in the possession of Momonosuke, who has a copy made by Vegapunk.

Pell, a guardian of the Arabasta Kingdom and one of Vivi's closest allies, is the first ever Devil Fruit user in the One Piece world who has the ability to actually fly. In fact, it was Pell who claimed that there were only 5 Devil Fruits with such power in the One Piece world. He can fly thanks to his Devil Fruit, Tori Tori no Mi, Model: Falcon. This devil fruit allows him to become a falcon that can soar in his full Zoan form as well as in his hybrid form.

Marco was Yonko Whitebeard's right-hand man and was undoubtedly one of the strongest pirates around. His power comes largely from his mythical Zoan Devil Fruit, Tori Tori no Mi, Model: Phoenix.
Since the Phoenix is a legendary bird, it allows Marc to grow wings and fly. He has been seen flying in both his Phoenix hybrid form and his full Zoan transformation.

Mushi Mushi no Mi, Model: Kabutomushi
Kabu is a character that many fans may have forgotten about. He is part of the Tontatta tribe and owns a Zoan devil fruit that enables flight. Kabu owns Mushi Mushi no Mi, Model: Kabutomushi. Allows him to transform into a rhinoceros beetle that can sprout wings in a hybrid or full transformation. It's not the best Devil Fruit, but its flight mobility is still great.

Mushi Mushi no Mi, Model: Suzumebachi
Bian, like Kabu, is not the most memorable One piece character. She is also from the Tontatta Kingdom and her Devil Fruit is quite similar to Kabu's as it is also an Insect Zoan.
Bian has Mushi Mushi no Mi, Model: Suzumebachi, and this allows her to transform into Hornet. With this power, he can sprout wings and fly in hybrid form. Her Devil Fruit is definitely one of the most overwhelming that allows flight.

King is a member of the All-stars and one of the greatest fighters Kaido has had under his command. He's a Lunarian, and while he's always had wings, they're not necessarily usable for flight, at least not yet. Instead, King's ability to fly comes from his ancient Zoan Devil Fruit, Ryu Ryu no Mi, Model: Pteranodon.
This devil fruit allows him to transform into a prehistoric pterosaur with large wings. This fruit makes the king the only ancient Zoan with the ability to fly. In his battle against Zoro, he showed his flight in his full Zoan transformation and this aerial battle was definitely exciting.

Many One piece fans may have forgotten that the series has a Pegasus Devil Fruit. Known as Uma Uma no Mi, Model: Pegasus, this Pegasus Fruit is a mythical Zoan that was eaten by Stronger, Doc Q's horse.
This Devil Fruit allows a formerly normal horse to become a Pegasus and grow wings to fly. It is unclear what other abilities this fruit would provide, but at the very least it serves as enhanced mobility for Doc Q and the other members of the Blackbeard Pirates.

With this fruit, Shiki became known as flying pirateand he first demonstrated these abilities when he cut his legs and flew out of Impel Down. His abilities were further explored in One Piece Strong World, although that movie is not canon.
