The essence of Majin Buu
From the very beginning, Toriyama made it clear that Gomah is the only real threat that Arinsu must face before the others. However, given the Doctor's power, Gomah (the current Demon King) does too much for him to handle alone. Arinsu therefore decides to get help to eliminate the child-sized wizard once and for all.
Gomah may not look like much, but he is quite powerful
And who better than the most powerful Majin the Demon Realm has ever had to endure? To fulfill this dream, a born tree enters contact with Marba and travels to retrieve the essence of the evil Majin. This essence serves one purpose in particular: to create an entity to rival the once-feared Majin Buu.
Arinsu, wasting no time, finds Majin Buu and ends up getting the demon's remains/essence. However, the fact that the substance could only be extracted after Majin Buu was broken into pieces suggests that Arinsu may have been glued together (waiting for the right opportunity) from the very beginning. This could have been Toriyama's way of emphasizing the intricate depth of Glinda's plans, so Arinsu importance to the narrative more than obvious.
Nevertheless, the gooey substance is taken back to the demon realm and in just a year, the plan succeeds and the Majin Buu counterparts (Majin Kuu And Majin Duu) are created.
Redefining the role of Majins
Unlike with Bibidi, Arinsu's saliva binds the Majin to be subordinate to Glinda. This eliminated the risk of an explosion like the one fans faced with Fat Buu's Babidi. A carefully layered plot through which Toriyama emphasizes Arinsu's inherently antagonistic nature.
Now, despite Kuu's embarrassing battle prowess, episode 12 proves that even Arinsu can't fight Majin's intelligence. And once that brilliance is combined with Duu's fighting power, which is far beyond Tamagami, there is no way any Majin can match Arinsu. After all, not even Gomah can beat Tamagami.
However, even with such an asset, Marba claims that Majin Buu is a fluke and insufficient knowledge there is nothing to scoff at at hand. With Duu's partial obedience and Kuu's inability to fight, there's no telling when the bond with Arinsu might break.
Insurance against failure
Backup for every scenario
Arinsu understood the likelihood of possible discrepancies with the Majins and had already prepared for the worst. Fans can watch this flash back to the beginning where Arinsu urges Gomaha to take action against the imminent threat of the Saiyans. A concern that initially turned out to be clear attempt to secure finance for research.
If such people invaded the Demon Realm… I shudder at the thought!
However, with the release of episode 6 (where Glorio is shown brazenly contacting Arinsa), viewers learned that the remark was made to lure the Saiyans into the demon world. An act that demonstrates Arinsu's ability exploit Gomah's uncertainties and the revelation that her foresight is second to none. After all, a single note caused such chaos that the Z fighters were forced to travel between realms.
Additionally, the arrival of the Z Fighters tips the scales in the Doctor's favor, pitting Gomah's forces against beings of immense power. Arinsu may intend to take advantage of this by allowing both sides to do so weaken each other before coming down for the final blow. This tactic is a testament to the Doctor's ingenious planning, as it requires the least expenditure of resources on her part.
Arinsu's Blunder: The Enslavement Collars
Ultimate unpredictability
As fans, it's important to understand that Glind did everything they could to stay in the shadows. But little does Arinsu know that the Doctor's evil nature has already been revealed to Goku when the concept of neck collars was included in the series. After all, it was none other than Arinsu who helped create the enslavement system that now rules the Makai world.
With Goku's knowledge, there is no way the sequel would end with nothing being done about the corrupt system everyone is forced to follow. This tiny misstep creates a rationale for the Z fighters to prevent this woman from rising to power and why Arinsu not so much in the shadows as the doctor may wish.
However, like a true villain, Arinsa keeps Gloria by Goku and Nahare's side to ensure everything goes smoothly until Gomah is dealt with. In addition to the doctor's surprise, the development Goku's interest in fighting Tamagami it led to another event that the Doctor could now take advantage of.
Don't worry if things go wrong… I'll use the Dragon Balls
In fact, in episode 12, the Doctor technically obtained all 3 dragon balls, like the ones in the Z fighter property may be seized via Gloria. An example that left fans anticipating how Goku and the others could face Arins' evil plans.
Conclusion
Without Arinsu's involvement, Gomah wouldn't do anything of substance and is unlikely to add/develop any further than the character already has. While Arinsu proved to be a compelling antagonist in every sense. The Doctor's self-serving nature, hunger for power and calculating manipulations add meaningful depth and value to tell.
Considering how the story consistently forces Arinsu's hand to be behind everything, it's reasonable to conclude that Glind is the most likely candidate to be the ultimate Dragon Ball Daimo villain. And while there is a common theory that Neva (an old Namekian) could be hiding something far more sinisterthere just isn't enough evidence to support those suspicions yet.
