Goku and Vegeta were the main characters Dragon Ball franchise for over ten years. Battle of the Gods made it very clear that Vegeta is Goku's co-leader, a role he has held since 2013. Goku and Vegeta are effectively the face of the franchise, with their rivalry playing a key role in both the story and the development of their characters. This means that they have more or less reached the end of their stories Dragon Ball Super.
Dragon Ball Super: Super Hero made Piccolo and Gohan the main characters, with Goku and Vegeta relegated to the movie's B-plot. The manga doubles down on this by continuing to follow Gohan's point of view Dragon Ball Super Chapters 101 to 103 in the manga. When Dragon Ball Super returns for the Black Frieza Saga, Goku and Vegeta will no longer be the main characters – which they haven't been in quite some time.

Gohan and Piccolo are currently the main characters of Dragon Ball Super
When you think about it, Granolah the Survivor saga was the last time Goku and Vegeta were the main characters in the Dragon Ball. Both Dragon Ball Super: Super Hero and Manga Super Hero Saga make Piccolo and Gohan the main characters. Piccolo is the protagonist for most of the actual story, while Gohan's role expands when he becomes the main character during the final act. The last few chapters of the manga (except for 104, which was a flashback) are directly framed around Gohan's point of view.
Piccolo even gets a final panel Dragon Ball Super Chapter 103. Goku and Vegeta spend the entire arc and movie fighting, never really growing as characters, while Piccolo and Gohan undergo power-ups and reclaim their places as two of the strongest Z-Fighters. By the end of the movie, Gohan understands what he has to do to keep Earth safe Dragon Ball Super the manga explores this by having Goku acknowledge Gohan's growth.
When Dragon Ball Super manga is finally coming back from hiatus, Gohan and Piccolo will still be the main characters. This is their story now, especially Gohan who Whis even said is strong enough to replace Beerus as the God of Destruction in Universe 7. Connecting with Dragon BallWith the overarching theme of passing the torch to the next generation, Gohan could very well remain the show's main character and point of view throughout the Black Frieza saga.
Broly has the most potential for character development in the Black Frieza Saga
Although Gohan and Piccolo can be Dragon Ball Super's main characters right now, they're already fairly fleshed out and developed characters. On the other hand, Broly has a lot of storytelling potential – significantly more than Goku and Vegeta. Dragon Ball Super: Super Hero treats Broly as one of the main characters of the series with Dragon Ball Super manga heavily teases the prospect of Broly starring in the Black Frieza Saga.
Broly is currently the main character with the most storytelling potential. He killed his father for Frieza and was manipulated by him into fighting two of what are now his closest friends. The Black Frieza saga may force Broly to face his mistakes and learn from them as he grows as a socialized person. Don't be surprised if the Black Frieza saga devotes a huge amount of page time to Broly and his development since his debut film.

Goku & Vegeta character arcs are done
More importantly than anything else, there is nowhere to go with Goku and Vegeta. Goku has already mastered Ultra Instinct and the only major beat left in his story is to train Uuba. Vegeta has made up for the damage he caused on Namek, dealt with the dark past of the Saiyans, and surpassed Goku, achieving all of his goals and going through an amazing growth that is probably better written than his development in Dragon Ball Z.
Goku and Vegeta are fully fleshed out characters while Gohan, Piccolo and Broly have more potential. Even Akira Toriyama seemed to know as he shoved Goku and Vegeta aside for everyone to see Dragon Ball Super: Super Hero. Even Dragon Ball DAIMA focused more on other characters than Goku and Vegeta as a duo together. Dragon Balloverall, it seems done with the dynamic duo that Goku and Vegeta became when their stories effectively ended.
