IN JJK Modulo Volume 3, Gege Akutami officially expanded the lore surrounding the character of Yuka Okkotsu and her overpowered cursed technique — Ten Shadows. Through the Ten Shadows, a technique passed down through the Zenin clan, Yuka was summoned to battle Dabura by the supreme Shikigami, called Mahoraga. Mahoraga has three confirmed users so far, each with a different power level. Gege Akutami has now finally answered who has the strongest Mahoraga and the answer to that question is Yuka Okkotsu.

The age, height and birthday of each main character of Jujutsu Kaisen
Jujutsu Kaisen is among the greatest ongoing anime. Here are some basic details fans should know about the main characters as they join the adventure.
Mahoraga is the ultimate trump card of the Ten Shadow Technique, which is passed down through the Zenin bloodline. Megumi Fushiguro was the first character revealed to be able to use it, and first unleashed this power during the Shibuya incident arc against Haurta. However, Megumi couldn't control it.
Later, when Sukuna switched vessels from Yuji to Megumi, he also gained the ability to use the Ten Shadows and subsequently Mahoraga. It is only through the powers granted by Mahoraga that Sukuna was able to adapt to Limitless and defeat Satoru Gojo. This shows the overpowering power of this ability.
Megumi and Sukuna were undoubtedly great Mahoraga users, but recently Jujutsu Kaisen module The contents of Volume 3 revealed by Gege Akutami and Yuji Iwasaki, it has now been officially confirmed that of the three Mahorags seen in the story so far, the strongest of them is neither Megumi nor Sukun. Instead, it is Yuka Okkotsu who has the strongest Mahoraga.
“There is no difference in strength between the respective Mahoragas belonging to Megumi, Sukun, and Yuka. However, due to the long nature of the battle, in the end Yukūn Mahoraga proved to be the strongest of the three. – Gege Akutami in JJK Modulo Volume 3
Yuka Okkotsu is one of the main characters of Modulo and was revealed to be the new heir of the Ten Shadows after Megumi. She summoned a Divine General against Dabur and that's where it all shifted. Gege revealed that at base all three mahorags are technically equal; however, due to the length and difficulty of Mahoraga's battle against Dabura, it came to adapt to such an extent that it became better than the Mahoragas that Sukuna and Megumi had mastered before.

Why Sukuna remains the strongest mahoraga master
As for the Mahoragas themselves, Yuka's is now confirmed to be the strongest, surpassing the ones Sukuna and Megumi used. However, it must be said that technically, the only known character who had ever been able to tame a Divine General was none other than Sukuna. In that sense, Sukuna technically still has an advantage against Yuka, as he can actually use and fight Divine General without the risk of it backfiring and attacking him. Yuka and Megumi, meanwhile, can only take advantage of Mahoraga by hiding in the shadows or avoiding his attacks.
This is not due to Yuka's or Megumi's own power levels, but is simply due to the nature of the Ten-Shadow technique itself, which requires its user to use weaker Shikigami to defeat an entity like Mahoraga, which can adapt to anything placed in its path.
Overall, this new reveal from Gege Akutami confirms that of the three users, Megumi is undoubtedly the bottom of the barrel. The fact that Gege didn't even bother to mention him in the extra content is further proof of that. In theory, Megumi could have gained access to the tamed Mahoraga through Sukuna doing so in his body, but unless the author specifically confirms this, nothing can be said for sure.
