The looting mechanic is RNG based, so you can search anywhere to find Rusted Gears ARC Raiders. That being said, Rusted Gears have Industrial a tag that indicates where to find them on the map. So the search Industrially marked areas increase the probability of finding Rusted gears inside ARC Raiders.
The best two maps where you can get Rusted Gears ARC Raiders are Dam Battlegrounds and Spaceport. Both maps have several Industrial-branded areas. As for the other two maps, it's not really recommended because Buried City has no industrial marker area, while The Blue Gate has fewer industrial areas than Dam Battlegrounds and Spaceport.
Dam Battlegrounds is great because players always start a raid near an industrial mark. The north side has both a power plant and hydroponic dome complexes. On the south side is the scrapyard and water treatment control.
