The strongest pirates and marines in the final saga, ranked

One piece it basically divides the world into two main camps: those who fight against the tyranny and corrupt rule of the celestial dragons, and those who promote them. In the former camp, the most common members are pirates, many of whom are evil villains who try to fight against all the rules the world has set for them.

On the other side are the Marines who work for the Navy, which is the military arm of the World Government that enforces the rule of the Sky Dragons around the world. Some of the strongest members of each of these factions appear in the Final War of the One piece franchise that promises impressive action ahead.

Admiral Ryokugyu has an extremely powerful Logia Fruit

Main Power: Mori Mori no Mi

As one of the navy admirals, Ryokugyu is easily one of the most dangerous characters in all One piece. His main ability comes from his overpowered Logia Devil Fruit, which gives him the power to manipulate and even become nature. This was so powerful that he managed to overpower the Red Scabbards and Beast Pirates at once, which included some seriously tough enemies like Yamato and King. Ryokugyu can even use basic forms of Haki, making him an incredibly powerful marine.

Fujitora is an extremely powerful marine

Main Power: Zushi Zushi no Mi

Like Ryokugyu, Fujitora was appointed to the position of Admiral after the time jump, showing that his power was so great that it warranted such a high ranking in the navy. His Devil Fruit is a powerful type of Paramecia that allows him to completely manipulate gravity, an overwhelming ability for the world One piece which allowed him to take on many enemies at once during the Dressrosa arc. Additionally, he has some of the best Observation Haki in the series, making him a deadly foe.

Kizaru is the fastest character in the series

Main Power: Pika Pika no Mi

Like most other admirals, Kizaru has access to the overpowering Logia Devil Fruit. However, it can be argued that his may also be the strongest as it allows him to manipulate and become lightweight, clearly making him the fastest character in the entire series. Kizaru's incredible performance during the Egghead Island arc really showed why he is such a powerful character, and along with his ability to use Haki, his Devil Fruit makes him a truly dangerous foe in Final War.

Kuzan is one of the strongest pirates in the current environment

Main Power: Hie Hie no Mi

Although Kuzan was once one of the most powerful admirals in the navy, operating under the code name Aokiji, Kuzan has since abandoned that role and joined the Blackbeard Pirates as one of the 10 captains of the Titanic. Although his main strength is his overpowered ice-controlling Logia fruit, his years as Garp's main pupil also made him a master of Haki, which he demonstrated in his fight against Akainu, during which he fought the fleet admiral for 10 days straight, leaving him permanently scarred.

Akainu is the strongest marine of all

Main Power: Magu Magu no Mi

Arguably the strongest marine in the current era is Akainu, with many even considering the fleet admiral to be stronger than Garp right now. His main power is his Magu Magu no Mi Devil Fruit, which Oda confirmed is the most offensively powerful Devil Fruit in the entire series, as it gives Akainu control over magma. Additionally, Akainu is also confirmed to have Haki, with most fans believing that he can also use Conqueror's Haki due to his role and ambitions for the world.

Blackbeard is the only person who can use two Devil Fruits

Main Power: Yami Yami no Mi + Gura Gura no Mi

Without a doubt, the most dangerous character in the entire world One piece series is Marshall D. Teach or, as he is better known, Blackbeard. This is mainly due to his cunning nature and hidden agendas along with being the only person capable of using two Devil Fruit powers at once, which are the strongest Logia and the strongest Paramecia powers in the story. With the Logia fruit's devil fruit negation abilities and the world power of the Gura Gura no Mi, Blackbeard is a pirate to watch out for.

Luffy has the most important devil fruit in history

What fans always believed to be a fun Devil Fruit that gave its user the properties of rubber was eventually revealed to be a mythical Zoan God Fruit that gave the user the Sun God's reality-altering powers. With the Nika fruit, Luffy can pretty much do whatever he wants, which, along with his mastery of all types of Haki, makes him arguably one of the strongest characters in the series. However, the main drain on the Gear 5's stamina detracts from its overall ranking as the strongest.

Dracule Mihawk is the world's greatest swordsman

Main Power: Mastery of Haki

Mihawk has held the title of World's Strongest Swordsman for several years at this point, and the whole reason is due to his unrivaled mastery of Haki and his skill with the blade. With arguably the greatest weapon in the series, the Yoru, which is the only weapon that is both a Black Blade and a top class weapon, Mihawk has established himself as Shanks' greatest rival and equal, and stands at the top as one of the most powerful pirates of all time.

Shanks is the one who carries on Roger's legacy

Main Power: Haki Mastery

Like Mihawk, Shanks is a high-end pirate whose power comes solely from his Haki without using any Devil Fruit power. Throughout One piece Shanks demonstrated the greatest feat of Conqueror's Haki in the modern era by taking out the Admiral from miles away, which alone could put him at the top of this list as he shows a mastery of Conqueror's Haki that bests Joyboy himself. Although it's impossible to truly say where Luffy would rank compared to Shanks, most fans still consider Red-Hair to be the strongest pirate entering the Final Saga.
